Description
Alliant Ammunition and Powder Company LLC, at the Radford Army Ammunition Plant (RFAAP), is seeking sources of bleached, baled, class 1 and class 2, cotton linters (aka purified linters), exclusively manufactured (all stages) in the United States or its possessions as a starting material for military grade Nitrocellulose manufacture. Annual requirement will be 2 to 2.5 million pounds, beginning in CY01 and continuing for the foreseeable future. Delivered lot sizes will range from 100,000 to 500,000 pounds. Bales shall be packed at near 195-pound average weight. Qualification must be immediate, with the first production delivery as soon as 60 days from qualification. At least two current, domestic (United States or its possessions) sources of raw cotton linter must be referenced as vendors to support a market source for production of the purified linters. The raw fiber must be of domestic origin. The material must be processed and tested in accordance with MIL-C-206A, dated 24 August 1962 with Interim Amendment 2, Notice 1 dated 6 May 1999, and marked in accordance with ASTM D 3951. Three viscosity grades will be required: 11 -- 20; 20 -- 45; and 50 -- 95 seconds (in a 20 cm drop, falling ball test). Moisture content shall be 7.0% maximum, alkali soluble matter shall be 5.0% maximum, ether extractive matter shall be 0.4% maximum, and ash shall be 0.5% maximum. Absorbency shall be 3 seconds maximum. Lime, chlorides, sulfates, and hypochlorites shall be present at trace levels maximum. Workmanship of material shall be free from all foreign matter. AAPC may subject all work/material to inspection and test. If done on your premises, you shall provide facilities, equipment and assistance to AAPC in accomplishing these inspections and tests. AAPC shall have the right to on-site audit to verify compliance with product quality elements, operations and documents. You shall maintain a quality system such as ISO 9000, MIL-Q-9858A, MIL-I-45208 or equivalent. Vendor shall have in place Statistical Process Control or in the absence of an SPC program; you shall supply evidence demonstrating equivalent process control methods.
