- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DTCGG1-01-Q-3WK167 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-23. The associated NAICS code is 481211. Contract Line Item 0001: General: Provide helicopter transportation in support of U. S. Coast Guard construction operations at various lighthouses within the state of Maine. Specific Requirements: Contract Period: Work is anticipated to commence approximately June 1, 2001 and continue through October 31, 2001.Estimated Number of Flying Days: It is estimated that twenty-five (25) days will be required for this contract. Transportation Requirements: Provide transportation for USCG crew and hand carried supplies to the lighthouses listed below. For bidding purposes, assume USCG work crew will require transportation from Knox County Airport, Maine. Periodically, the USCG crew may stage from an airport situated closer to the light(s) to be serviced. Typical daily transportation consists of 0630 departure and 1700 return; however, occasional variations in schedule should be anticipated. Normal USCG crew size is four persons and hand tools and/or hand carried supplies. Contractor may anticipate occasionally making more than one trip to a lighthouse on a given day and/or visiting multiple lighthouses on the same day. Contractor shall be on communications standby during workdays for cases of emergency egress. Contractor should be able to communicate with the work crew via either VHF radio or cellular telephone. Lighthouses: The following lighthouses may be visited as part of this contract: Little River Light 44-39-06N,067-11-30W; Moose Peak Light 44-28-30N,067-31-54W; Petit Manan Light 44-22-06N,067-51-54W; Great Duck Light 44-08-30N, 68-14-42W; Mount Desert Rock Light 43-58-06N, 068-07-42W; Matinicus Rock Light 43-47-00N, 068-51-18W; Two Bush Light 43-57-54N, 069-04-24W; Whitehead Light 43-58-42N, 069-07-30W; The Cuckolds Light 43-46-48N, 069-39-00W. Scheduling: At commencement of contract, the Contracting Officer_s Representative will provide a general expected work schedule for the duration of the contract. This schedule is subject to change, and is for preliminary planning only. Contractor shall expect to provide transportation _on demand_ given at least 48 hours notice from USCG Representative. No transportation will be required on Saturdays or Sundays. Any deviations from the schedule, other than emergencies, will be coordinated with the contractor a minimum of 48 hours in advance. Foul Weather Procedures: The contractor may at their discretion, cancel any trip prior to departure if determined unsafe as a result of weather. The government shall not be charged for any trips cancelled as a result of inclement weather. In the event the deteriorating weather requires early removal of the on site work crew, the contractor shall contact the work crew via CHF radio or cellular phone a minimum of one hour prior to pickup. Project Information: Lighthouse Landing Areas: The Contracting Officer_s Representative will provide appropriate information and details regarding each lighthouse site, in particular helicopter landing pad location and condition (if applicable), alternative landing areas, and possible aircraft hazards. Other site-specific information requested by the contractor shall be provided if it is available. Submittals: Submit the following items to the Contracting Officer in conjunction with this project: (1) Licenses: Prior to commencing work, contractor shall provide contracting officer with copies of current licenses of all pilots expected to be involved in the project along with applicable FAA certifications. (2) Flight Log: On a weekly basis, contractor shall submit copies of a flight log showing the following minimum information: date, time of departure and return for each trip, time of arrival and departure at each lighthouse site, and weather conditions. Final contract price will be based on actual trips made. Unit price per trip $_______ X 25 days(est.qty.) Total: $_________. The resulting contract will be firm fixed price. The provision at 52.212-1, Instruction to Offerors _ Commercial Items (9/99), applies to this acquisition and is incorporated by reference. The provision at 52.212-2, Evaluation -Commercial Items (1/99) applies to this solicitation. This is a best value procurement based on (1) price and (2) ability to meet the schedule. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items (2/00),with their quote. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (3/99), and the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (2/00) apply to this acquisition.
