Description
The Oak Ridge National Laboratory (ORNL), managed by UT-Battelle, LLC for the U. S. Department of Energy (DOE), in support of DOE's Distributed Energy Resources (DER) Program in the Office of Energy Efficiency and Renewable Energy, is interested in obtaining expressions of interest related to an upcoming solicitation that will seek to encourage further widespread adoption and implementation of DER in the data processing and telecommunications industries ("high-tech data industries"). Use of electronic data and signal processing has become a cornerstone in the commerce of this country. Due to the concentrated electronics and related large cooling loads, these activities are very energy-intensive on a per unit area basis with reported loads in the 50 -- 100 watt/square foot range. Furthermore, ultra-high reliability and power quality are critical to these strategic information systems. Desired reliability in these applications is often expressed as five 9's (i.e., 0.99999) or six 9's (0.999999), which is essentially absolute reliability. Because of increased demand and other stresses on current electric grid systems, utility systems cannot guarantee this degree of reliability; the typical utility availability goal is one day in ten years or slightly less than 0.9999 (i.e., four 9's). This activity is intended to encourage the expanded use of distributed energy technologies in energy-intensive, high-tech data industries to provide reliable, high quality electricity. Desired applications include, but are not limited to, telecommunication centers (e.g., switching centers), commercial data processing centers (e.g., bank card processing centers, airline reservation systems), Internet and large corporate computer service centers. Proposals will be sought for both analysis and implementation of DER in these environments. In addition to DER implementation projects, assessments of existing or proposed high-tech DER installations, improved project design tools, and development of innovative methods to integrate DER into high-tech applications will be considered. Cooperative/collaborative projects involving end-users, equipment manufacturers and suppliers, utilities and other energy providers, engineering firms, and/or other entities are encouraged. A minimum of a 50% cost sharing is required. Acceptable cost sharing may be in the form of in-kind support, equipment, or services. Projects must address one or more elements of design and engineering, equipment integration and controls, and/or performance monitoring of DER in an appropriate target application. Any number and type of high-efficiency, low-emission distributed energy resources are allowable including, but not limited to, microturbines, fuel cells, reciprocating engines, renewable technologies, storage devices, and hybrid DER combinations. Utilization of DER to provide efficient thermal resources (e.g., building cooling and heating), as well as electrical power, is desirable. The anticipated Request for Proposal (RFP) release date is June 2001. The RFP will be an Evaluated Procurement based on established evaluation criteria. It is anticipated that more than one subcontract will be awarded.
