Description
The U.S. Army Engineer District, New York (CENAN) seeks approval to procure, on a sole source basis, additional architect-engineer services from Versar, Inc. of Springfield, VA, for continued Base Realignment and Closure (BRAC) work at the Camp Evans Area of Fort Monmouth, as well as other architectural, environmental, and engineering services at the Main Post and Charles Wood area of the Fort Monmouth Army Installation. An Indefinite Delivery Firm-Fixed Price Contract was executed between the Department of the Army, New York District, Corps of Engineers (USACOE) and Versar, Inc. (Versar) on March 14, 2000, for Architect-Engineer (A/E) services at the Fort Monmouth Army Garrison, Fort Monmouth, New Jersey, and supporting areas. The existing contract with Versar was funded for $1,000,000 for the base year with two option years funded at $1,000,000 per year, for a contract ceiling not-to-exceed (NTE) $3,000,000. Presently, the DPW has worked with Versar under the terms of this contract for a period of approximately 13 months and has expended the capacity of the contract well into the second option year. The total committed value of projects undertaken by Versar since the inception of the contract (March 2000) is $2,627,344.46, leaving approximately $370,000 for the remaining 23 months of the contract. A firm-fixed price bridge between contract DACA51-00-D-0004 and the follow-on will be executed for $1,500,000 using available funding if approval of the North Atlantic Division is granted. The Standard Industrial Code (SIC) is 8712 and the NAICS Code is 541310. The applicable dollar amount is $4,000,000.00. The A/E firm, Versar, Inc., will provide design and non-design services for the BRAC projects and other projects at Fort Monmouth. The design work includes architectural and engineering designs for building canopies, spill containment systems and upgrades required by 40 CFR 112, facility drainage improvements, stormwater outfall and storm sewer upgrades/repairs/modifications, and similar projects. The non-design services include continued management of the air compliance program including Title V and air emissions inventory, Regulated UST system closures and reporting, site assessment and implementation of technology-based remediation programs, evaluation of and recommendations for improvements to the Fort Monmouth drinking water distribution system, and extensive BRAC work including decommissioning of the Camp Evans area, PCB abatement, environmental assessment, and remediation programs. This action is a notice of intent is to award a contract to Versar Inc, Springfield, VA as a follow-on action for design and non-design services for the BRAC (Base Realignment And Closure) projects and other projects at Fort Monmouth, New Jersey. The firm is uniquely familiar with the work to include identification of soil and water containments, applicable local laws and requirements and state requirements for technical regulations as required by the state of New Jersey. Versar also has strong on-site presence to insure capability of meeting August 2001 deadline for completion of all environmental work.
