Description

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The solicitation number is RFQ-7509C and is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25 and 97-27. The Environmental Protection Agency (EPA) anticipates that the order will be awarded to Novigen Sciences, Inc. as a result of this solicitation; EPA believes these items/services are not available through any other source due to the proprietary and trade sensitive nature of the items/services. A fixed price purchase order is anticipated to result from the award of this RFQ, which is issued as a Simplified Acquisition in accordance with FAR Subpart 13. This solicitation is not set-aside for small businesses; however, the applicable North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services, and the small business standard is $18.0 million. The contractor shall provide the following, delivery FOB destination, to US EPA, EPA Headquarters, Mail Code: 7509C, 1200 Pennsylvania Ave, NW, Washington, DC 20460: (1) modifications to DEEM software and training/support for DEEM software (see Statement of Work at http://epa.gov/oam/hpod under this RFQ number for full specifications); and (2) site license for FARE modules and technical support and training for FARE modules. Offerors shall refer to the price quote sheet located at http://www.epa.gov/oam/hpod under this RFQ number for the applicable item descriptions and quantities on which quotes are requested. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items and 52.212-3, Offeror Representations and Certifications-Commercial Items. The offeror shall include with its quote a completed copy of provision 52.212-3. The following FAR clauses apply to this solicitation: 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. These provisions and clauses can be downloaded from http://www.arnet.gov. Quotes in response to this solicitation are due, and must be received, not later than 3:00 PM Eastern Time, on May 22, 2001.
