Description
This is a combined synopsis/solicitation is issued IAW FAR Part 13. The Government intends to award, on a Sole Source basis to Referentia Systems, Inc. A one year contract for engineering services to update existing multi-media presentation titled "Network-Centric Computer Q-70 architecture" in accordance with the below statement of work. No RFQ will b prepared or made available for distribution. While price will be a significant factor in the evaluation of offers, the final contract award will be made based on technically acceptable low bids. Numbered Notes 1 and 22 applies, however, all offers received within 7 days (in lieu of 45 days) after date of publication of this synopsis will be considered by the Government. It is the offeror's responsibility to be familiar with all applicable clauses and provisions. Information may be found at http://www.ccr2000.com/. STATEMENT OF WORK. 1.0 INTRODUCTION: NAVSEA PEO (EWX) PMS 440 is the Program Manager for the AN/UYQ-70 system. The AN/UYQ-70(V) Advanced Display System (Q-70) is a flexible, modular, open computer and display architecture design that allows for technology insertion and growth capability within its own framework. The Q-70 Tactical workstation is based on VME and incorporates COTS processing, software, graphics, networking and storage technologies. The mission of SPAWAR's Advanced Concepts & Prototypes Program Directorate (062-9) is to transition technology and capability to the Fleet and Fleet Marine Force. The Space and Naval Warfare Systems Command stood up the Operational Experimentation Program Office, SPAWAR, in October of 1998 to meet the Navy's requirement for a C4ISR technical interface for operational experimentation. SPAWAR's mission is to accelerate the transition of advanced technologies to the warfighter through fleet experiments, demonstrations and operational assessments. Establishing a relationship between NAVSEA PEO (EXW) PMS 440 and SPAWAR 062-9 will provide an avenue to leverage both Commands' expertise in order to facilitate the transition of AN/UYQ-70 technologies to the fleet. SPAWAR Systems Center San Diego, Code D4223 has been tasked by SPAWAR 062-9 to develop a Mission Essential Variant (MEV) solution based on a Network Centric Computing Architecture. 2.0. SCOPE: A prototype MEV client has been developed and needs to be evaluated by Fleet operators. The contractor shall provide a revised multi-media presentation, editing a presentation done in 1997 that focused on Network Computers and Enterprise level computing. The new presentation will update graphics and sound overlays to be consistent with the Q-70 MEV solution and new hardware and software capabilities that have been developed and integrated over the last two years. 3.0. TECHNICAL REQUIREMENTS: The contractor shall update the multi-media presentation titled "Network-Centric Computing Q-70 architecture " originally created in 2000. The presentation shall be updated to bring the information up to date, and relevant to the current and planned NC Q70 architecture. The new content created shall be combined with content that Referentia produced previously for training and marketing presentations for SPAWAR 062-9. New topics for the updated NC Q-70 marketing presentation shall include 1) high availability, 2) rapid reconfiguration and 3) multi-level security (MLS). The scope of new content generation shall be the following: 3 minutes of 3D animation, 2 minutes of 2D animation, and 5 minutes of PowerPoint like content with voiceovers. Multi-media/Web presentation addressing high availability design and operational capabilities of the NC Q70 Architecture. SPAWAR Systems Center Code D4223 shall provide material content for presentations. Multi-media/Web presentation addressing rapid re-configuration capabilities of the NC Q70 Architecture. SPAWAR Systems Center Code D4223 shall provide material content for presentations. Multi-media/Web presentation addressing potential Multi-Level Security capabilities of the NC Q70 Architecture. SPAWAR Systems Center Code D4223 shall provide material content for presentations. The contractor shall develop a Web based presentation framework. Content shall be delivered on CDROM as well as Web streamable format. Web based presentations shall be viewable using Microsoft Internet Explorer 5.0 or Netscape Navigator browsers. The contractor shall setup, test and host the Web based marketing presentation for 1 year after contract start. Upon approval of the multi media presentation the contractor shall produce 1,000 copies on CDROM media. 4.0. GOVERNMENT FURNISHED PROPERTY: 4.1. Narrative scripts and textual content of the NCC architecture in electronic format. 4.2. Historical NCC Graphics and/or Project files for creating animations. 5.0 TRAVEL: None. 6.0. OTHER: 6.1.
