- Description
- The General Services Administration (GSA) hereby notifies of the issuance of a Request for Proposal (RFP) on or about June 8, 2001 for a negotiated procurement for the Food and Drug Administration (FDA) Consolidation project to effect demolition of approximately 45 buildings at the Montgomery County Campus, White Oak, Maryland, which will also involve renovation and hazardous material abatement. This FDA project will encompass approximately 130 acres of land that was previously used as the Naval Surface Warfare Center at the west perimeter of the Federal Research Center on New Hampshire Avenue in White Oak, Maryland(one mile outside of the Capital Beltway). More than 3 million gross square feet of new and renovated office buildings and state-of-the-art laboratory facilities will be constructed to house the five major "centers" or agencies that make up the FDA. Construction will be completed in five separate phases over a seven year period. The estimated cost range for the demolition-renovation-abatement phase of said project is $10-15 million. Competitive formal source selection procedures will be used in accordance with FAR 15.3. The contract will be firm fixed price, and the method for evaluating price and other factors specified in the solicitation will be the "Best Value Continuum-Tradeoff Process". The evaluation factors will be "Experience"(Relative Weight of 30%), where the offeror must demonstrate at least three projects done as a General Contractor (GC) for the abatement of hazardous materials, demolition of multiple-building complexes, and reclamation of recyclable demolition debris within the last ten years comparable in nature, type, and complexity to the project in this solicitation; "Past Performance"(Relative Weight of 40%), where the offeror shall submit project title, location, and reference contact person for at least three projects as stated for "Experience", which will reflect at least satisfactory performance as General Contractor; "Key Personnel"(Relative Weight of 10%), which requires the submission of data for the positions of Contract Executive, General Superintendent, and Hazmat Superintendent that includes educational background, experience on similar projects, and certification or professional registration held; and "Management Plan- Subcontracting Plan-Schedule(Relative Weight of 20%). Technical factors are weighted more heavily than price, but as the technical ratings become closer, price becomes more important. Price will not be scored, but will be evaluated.The closing date for proposals will be on or about June 29, 2001.
