Description
The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone) concerns only. The estimated magnitude of this construction project is between $1,000,000.00 to $2,500,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 234990 and the small business size standard is $27.5M. The acquisition is to Construct New Waterfront Facilities at the U. S. Coast Guard Station Port Huron, Port Huron, Michigan. The scope of the project consists of limited demolition of existing waterfront structures, construction of new steel sheetpile doublewalled and cellular breakwater structure with soil fill and concrete cap, construction of wood pile dolphin cluster, installation of armor stone and shoreline erosion control rip-rap, installation of floating dock system including fixed pile supported landing, gangway & floating piers with guidepiles, installation of area lighting, and boat basin dredging. Work includes a base bid item with unit prices. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail or facsimile to Mrs. Carol Anton at canton@fdcclant.uscg.mil or (757) 852-3495 (fax). In your response include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers; and, (c) a positive statement of your remaining bonding capability. Your response is requested by May 22, 2001. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested may result in a contractor not being considered as an interested HUBZone concern. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted on the Electronic Posting System (EPS) web site.
