- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-0003322, and is being conducted as an unrestricted procurement under the procedures of Parts 12 and 13 test program. The North American Industrial Classification System (NAICS) number is 339920, the size standard is 500 employees. This RFQ is set aside 100% Small Business. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-22. The Federal Bureau of Investigation intends to award a name firm-fixed price contract, "brand name or equal" under RFQ-0003322, for 40 each Mattarelli Sporting Clay Machines, Model 300, with pull cord release. Delivery: FOB Destination to various field divisions within the CONUS. If items called for by this RFQ have been identified in the synopsis/solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such products is (are) clearly identified in the quote and is (are) determined by the FBI to meet fully the salient characteristic requirements of above products. Unless the vendor clearly indicates in their quotes that they are offering an "equal" product, the quotes shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quotes. All quotes will be considered and the FBI reserves the right to request samples. The provision at FAR Clause 52.212-1, Instructions to Offerors (Oct 2000), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers is to read as follows: A) "Submit signed and dated offers to the attention of Ms. Theresa M. Powell, Contracting Officer, at FBI Academy, RFQ-908867, HRT Building, Quantico, Virginia, 22135, via facsimile (703) 632-1607. The contractor shall provide names, addresses, telephone and facsimile numbers of three previous contractors, either Government or Commercial, from the contracts over the past three years, for the purpose of evaluating Past Performance." All quotes are due by 2:00 PM, EDT, 05/23/2001. Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms and Conditions (March 2001), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (Aug 2000), Subsection (a), (b), and (d)-(e). Clause 52.212-3, Offeror Representations and Certifications (March 2001) apply. Each offer shall include a completed copy of 52.212-3 with their quote. FAR Clause 52.212-2, Evaluation (Jan 1999) is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2(a) -- Award will be based on best value to the government. The following factors shall be used to evaluate offers, and are listed in descending order of importance: Technical, Past Performance and Price. Technical and Price when combined are more important than Past Performance. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
