Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The solicitation number, Q3400010353, is issued as a Request for Quote (RFQ) for a firm fixed price contract and incorporates provisions and clauses that are in effect through FAC 97-23. This solicitation includes the following FAR clauses: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5. REQUIREMENTS: The U.S. National Park Service, National Capital Parks-Central, Washington, D.C., plans to procure an estimated 1000 tons of crushed stone material to be distributed at various sites along the National Mall in Washington, D.C., during the period September 10 through November 30, 2001. The contractor shall provide labor, equipment and materials as required to supply crushed stone to the specified sites. The material must be of a select granular composition, consisting of durable crushed stone, mixed or blended with suitable filler materials to provide a uniform mixture. The material must be free from organic matter, lumps, or an excessive quantity of clay or other objectionable or foreign substance. Acceptable gradation must be in conformance with the Pennsylvania Department of Transportation specification (1990), Section 703.3. The contractor must obtain or produce samples from acceptable sources approved prior to delivery by the Contracting Officer's Technical Representative (COTR). The contractor shall supply the below described material and must meet the following uniform criteria, "Mall Walk Mix": 1. a. Coarse aggregate shall be made up of Quartz/Quartzite and Quartzose. Petrograph Examination: ASTM C-295. b. Physical Characteristics of Coarse Aggregate: Test Results Specifications L.A. Fine Aggregate: Natural sand, silica sand passing #4 sieve and retained on the #200 sieve free of organic matter and light in color shown by the colorimetric Test T-21, AASHTO designation, from approved source and graded as follows: d. Clay: Material with a plasticity index greater than twelve (12) and with 100% passing the 200 sieve and consistent in color. e. Mix: The prepared crushed gravel, sand, clay, and water must be thoroughly mixed in a mechanical mixer. It then must be stockpiled in such a manner to preserve the semi-slurry state necessary for compaction and congealment. 2. Submittals a. Submit the following with your quote: On letterhead of the laboratory, provide results of the following applicable test methods: Atterberg Limit; Sieve Analysis, performed in accordance with standard methods of AASHTO, T-21, or ASTM equivalent. b. The Laboratory facility shall be qualified to perform the required testing as documented through independent accreditation, State DOT Certification, or other licensing procedure. c. Sampling of aggregate shall be performed in accordance with AASHTO, or ASTM guidance and shall be performed by a responsible trained and experienced person. d. Quotes shall be rejected as non-responsive for failure to furnish the required test results, insufficient data, or failure of the material to conform to each of the requirements of the specification. 3. Deliveries Limited amounts of crushed stone material shall initially be delivered for stockpiling, location within the park to be identified at time for delivery. All further orders shall be delivered to various sites adjacent to the National Mall, between 3rd and 14th Streets. Material shall be delivered on a "will call" basis, between the hours of 7:30 a.m. and 2:00 p.m, Monday through Friday, with a minimum order of 20 tons. Inspection of the proposed material will be performed by the COTR from a stockpile sample upon which a test will be conducted before it is used to ensure reasonable uniformity and acceptability. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the Government. Award may not necessarily be made to the offeror submitting the lowest price. All offers must include with their quotation a completed copy of the FAR 52.212-3 and a statement that the VETS-100 report as required by FAR 52.222-37 has been filed. The NAICS Code assigned to the acquisition is 421320. All interested/qualified sources who can provide the items must respond by 4:00 p.m. EST, June 1, 2001.
