This publication serves as anotice of intent to procure, on a sole-source basis, with the Department of Environmental Science & Engineering, Oregon Graduate Institute for NOAA National Marine Fisheries Service to conduct a characterization of historical changes in flow, sediment input, and tidal and salinity regimes of the Columbia River Estuary.
