Description
Project consists of construction of a three-story United States Army Reserve Center; an Organizational Maintenance Shop and Area Maintenance Support Activity (Marine). Building is a braced steel frame on reinforced concrete foundation and structural piling. Building has composite masonry walls, architectural standing seam metal roofing. Existing on-site structures and utilities are to be demolished to make way for new facility. Provide all building utilities, connection to site utilities, and site improvements to include parking, walkways and landscaping, ornamental fence. Construct steel sheet piling stabilization wall along the seaward property line. Army Reserve mission on pier must continue throughout construction and access to the pier must be maintained at all times during construction. This solicitation will be issued as an Electronic Bid Set (EBS) in CD-ROM format only. EBS CD-ROM compact disks with plans and specs will be available on or about 30 June 2001 at no charge per set. The disks will be issued on a first-come, first-served basis until supply is exhausted. Requests must be made by completing the form at: http://www.nws.usace.army.mil/ct. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. No phone or fax requests accepted. When you register, please do so as a Prime, Sub or Plans Room. After the solicitation is issued, compact disks will be mailed to registered firms. The disks may also be picked up from Seattle District's Contracting Division located at 4735 East Marginal Way South, Seattle, WA, Monday through Friday between the hours of 7:30 a.m. and 3:30 p.m. Register at the web site at least 7 calendar days before the issue date to assist in having an adequate number of disks made. Estimated dollar value is in the range of $10,000,000 to $15,000,000 and the completion period is 540 calendar days. The Standard Industrial Classification (SIC) Code has been replaced by the North American Industry Classification System (NAICS) Code. The NAICS code for this project is 233310, which is matched to SIC Code 1541. Project is open to both large and small business. If you are a large business and your bid or proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for small, HUBZone, small disadvantaged, small woman-owned, and small veteran-owned concerns. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $27.5 million. Proposed procurement will result in a fixed-price contract.
