Description
The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement to purchase a tracking system for the Grants Management Branch. The contractor is to provide assistance on the consolidation and conversion of NIDDK's existing files, new folders, color label print system and a commercial-off-the shelf (COTS) Grants Management Tracking Software. The Grants Management Branch processed over 6,000 applications last year. Approximately, 3,000 new applications are processed each year; 1,000 applications each Council round (three total). The needs of this project are as follows: 1) Download (on a regular basis) information on all new applications from the Information for Management, Planning, Analysis and Coordination (IMPAC) II Oracle database to a MSSQL database on the NIDDK's LAN. The tracking system will use the database on NIDDK's LAN to: See where applications/grants are currently located; request and transfer them; and view critical documents that have been imaged into the system (optional). 2) Automatically generate a color/bar coded label complete with: Activity Code; serial number; part number; PI last and first names; and bar code. 3) Implement procedures that: Minimizes time required to create a file; allow files to be checked in & out (close the file room); established guidelines for all incoming mail (summary statements, correspondence, etc.). 4) Allow file room to identify which "Years" are located in which Part (multi-select). 5) Set up Closeout Schedules for inactive or closed out grants. 6) Set up retention schedules for each grant type (as appropriate). 7) Make the set up of the files, tracking of files and documents' and grant history easy, quick, accurate and available to all users. 8) Software must support deployment to SQL Server. Interested vendors that are capable of providing the Government with the tracking system described above may request a copy of the RFQ in writing or by FAX to 301-480-4226 to the Contracting Office prior to the closing date of this notice. It is anticipated that the RFQ NIH-NIDDK-01-643 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is July 13, 2001.
