Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR PHILLS/BROWN MARSH. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer the following questions and clairify the statement of work. 1. What maps are applicable and can we have the flyover path indicated on the map(s)? Maps of Barataria Basin are a preliminary general guide. Specific flight path will be available to successful contractor at least two weeks before the mission. Contractor to support field verification in one brown marsh location only, although several will be flown. 2. Is the contractor, then, to determine how many persons will be in the field (i.e., how many sampling stations there will be) during the flyover? There will be one sampling station only during the fly-over. Contractor can determine how many people should be in the field during the sampling. 3. I understand there will be a single flyover taking place. How many minutes/hours will this occupy? The "Fly-over" itself should last less than two hours. 4. What is the citation for the reference to Davis et al. 1999 on Page 1? The full reference is Davis, Curtiss O., Mary Kappus, Jeffery Bowles, John Fisher, John Antoniades and Megan Carney "Calibration, characterization and first results with the Ocean PHILLS hyperspectral imager. In Proceedings of the SPIE Conference on Imaging Spectrometry V, SPIE vol. 3753: 160-168, 1999 5. Would inclusion of subcontractors who are NOT registered with the Central Contracting Database invalidate the whole proposal? No. Prime contractors are not required to have their subcontractors register in CCR. 6. Would inclusion of subcontractors who are employed by large businesses (e.g., employees of public universities) invalidate the Small Business provision? No. 7. What is the analyses desired for the biogeochemical samples? The desired biogeochemical samples should include but are not limited to dissolved organics, nutrients, salinity, S-2, and heavy mineral suites that may be related to stressed conditions in the marsh. Given the need to identify the causes of brown marsh, the contractor is to suggest analyses that lead to a better understanding of this phenomenon. For each analysis suggested, its potential relationship to marsh stress should be noted. 8. What is the required spectral data to be collected during ground-truthing efforts? The Spectral data to be collected in the field should be conducted with a standard spectroradiometer that collects energy in narrow bands (10 nm or less) along the visible and NIR portions of the EMS. 9. What is the specific or most preferred COTS image processing package? The preferred COTS for image processing are ENVI and ERDAS Imagine; however, it is the offer's final decision as to what COTS to be used for image processing. 10. What is the number of samples sites to be ground-truthed per flight and preferred time window of ground-truth sample collection in response to a flight? The number of samples during the flight should be determined by the contractors. Sufficient samples should be gathered to provide thorough and "extendable" information that will characterize the PHILLS while providing valid sampling data that can be tested on other brown marsh sites. Given the dynamic nature of the hydrology in the marshes, in situ work should be held as close to concurrent with the overflight. One hour on either side of the image collection is the maximum allowed sampling time for this mission. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on May 21, 2001.
