Description
The United States Environmental Protection Agency (U.S. EPA), Office of Water, Office of Science and Technology, Engineering and Analysis Division (OW/OST/EAD) seeks to negotiate a fixed-rate, indefinite quantity contract for analytical support services for analysis of conventional and nonconventional pollutants by classical wet chemistry and microbiological techniques. This contract will be used by the EPA to support various studies, a majority of which will involve development of industrial discharge regulations for the EAD. This contract will therefore support the analysis of influent, in-process, effluent and other samples from multiple industrial categories. Analyses will be required for samples of the following matrix types: wastewater, soil, sediment, pulp, sludge, tissue and other solid and aqueous samples. Because the analytical data provided under this contract will be used by the EPA to develop industrial effluent discharge regulations, which govern the disposal of pollutants from industrial sources, data must be of highest possible quality. It is essential that the Contractor employ a comprehensive laboratory quality assurance program, meet facilities and equipment requirements, and provide personnel that demonstrate technical expertise in analytical chemistry techniques. Contractors will be required to analyze samples according to the analytical methodology, quality assurance/control, data delivery (both hard copy and electronic data deliverables (EDD), and requirements set forth in the Statement of Work (SOW). Contracts will be awarded via a multi-step process. Part 1 of the evaluation process will consist of an evaluation of the offeror's personnel qualifications and experience, facilities and equipment, sample management system, quality assurance project plan, and past performance. Offerors determined to be in the competitive range under Part 1 will proceed to Part 2, which is the satisfactory analysis of Performance Evaluation Samples (PES). PES are designed to test a laboratory's ability to detect analytes of interest within established acceptance limits, and to deliver compliant hard copy documentation which supports the results of the PES (the costs for the PE analyses shall be at the offeror's expense). The final step of the selection process will be based on the lowest price for the maximum quantity among those offerors determined to be qualified based upon Part 1 and Part 2 of the evaluation sequence. A firm-fixed-price, indefinite-delivery/indefinite-quantity contract is anticipated, with a single ordering period of five years (sixty months). This solicitation will result in multiple awards, with one award being set-aside for small business concerns. Other awards resulting from this solicitation will be available to both large and small businesses. A total of seven (7) bidlots will be awarded, with three (3) of the bidlots estimated at a maximum of 30,000 analyses per lot over the five years, two (2) of the bidlots estimated at a maximum of 3,000 analyses per lot over the five years, and two (2) of the bidlots estimated at a maximum of 18,000 analyses over the five years. An offeror may be awarded more than one of the bidlots. The NAICS code for this procurement is 541380. The solicitation will be released through the internet on EPA's home page at www.epa.gov/oam/cmd_cinn/. Interested bidders will be required to download the RFP and related documents from this web site. No printed copies of the RFP will be available. It is anticipated that this solicitation will be available in early June, 2001. Note 26 applies.
