- NASA/LaRC plans to issue a Draft Request for Proposal (DRFP) on or about June 4, 2001 for modifications to the 20-inch, Mach 6, CF4 Tunnel at NASA Langley Research Center, Hampton, VA. The work under this proposed effort will include, but not be limited to, the following: Provide a complete Designed, Furnished and Installed replacement heater system for the CF4 Tunnel. The Contractor shall provide the system as a "turnkey" project, providing all materials, labor and resources to design, engineer, procure, fabricate, inspect, test, deliver, install, commission, and document the complete heater system. The work will include the following: a. Project management, including management plans, schedules, submittals, progress meetings, and progress reports. b. Engineering and design including studies, design reviews, calculations, analyses, safety design considerations, safety and hazard analyses, drawings, specifications, and test plans. c. Factory and site construction: Factory construction of combustion heater system, including unit testing prior to shipment. Site construction including removal of existing heaters, controls, and wiring. Demolition and removal of existing heater enclosure. Modifications to existing building to accommodate the new heater. Tie-in to existing CF4 high pressure piping, tie-in to existing natural gas line, installation of new combustion heater system. d. Commissioning of the new combustion heater system including subsystem test and operational test. e. Specific equipment construction documentation. This DRFP is issued to solicit industry's comments on the requirements, planned terms and conditions of the proposed contract, instructions for proposal evaluation, and evatuation criteria. Potential offerors are are requested to identify unnecessary or inefficient requirements, and any barriers to the implementation of the program in a cost effective manner. Comments on the DRFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. Pursuant to FAR 52.215-3, Solicitation for Information and Planning Purposes, the Government does not intend to award a contract on the basis of this DRFP, or to otherwise pay for information solicited. Comments and questions regarding this announcement may be forwarded to Timothy P. Stubbs via electronic transmission or by facsimile transmission no later than 45 days after release of the DRFP. In responding reference DRFP No. 1-130-RFS.1439. The Government does not intend to hold an industry workshop as part of the DFRP Process. A final RFP is planned for release on or about July 31, 2001, with an anticipated proposal due date on or about August 30, 2001. The NAICS Code and small business size standard are 234930 and $27.5M, respectively. A full and open competitive procurement with a 480 calendar day period of performance is planned. A firm fixed price contract is contemplated. The firm date for receipt of bids or offers will be stated in the final RFO. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Hard copies of specifications and drawings may be obtained from the Bid Distribution office; however, the closing date for the hard copy received shall be the same as the solicitation, inclusive of any amendments, released on the Internet.
