Description
> The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division intends to negotiate with Federal Marketing Service Corp, Box 640129, Pike Road, AL 36064 on an other than full and open competitive basis (FAR 6.302) to acquire 313 each Law Enforcement Equipment Bags and 107 SRT Bags. The supplies shall be delivered ninety days after award of a firm-fixed-price purchase order. All deliveries shall be F.O.B. origin to Aberdeen Proving Ground, MD and to military police units at ten locations throughout the United States. These items are to be acquired as commercial items pursuant to the Simplified Acquisition Procedures in FAR Parts 12 and 13. The Government believes that this contractor is the only source able to provide the required supplies in the required time frame. Based on market research, the proposed contractor is the only known manufacturer of Military Police Equipment Bags that offer the specific volumetric capacity of 1,920 cubic inches and the configuration necessary to carry equipment required to perform law enforcement and other military police-related missions. These equipment bags will organize items in a manner that will enhance the Law Enforcement Soldier's/Officer's ability to get the proper item immediately and also allow rapid inventory of the contents in preparation for upcoming operations. The bags will be constructed with 850 denier ballistic nylon for durability to withstand being thrown and pulled across abrasive surfaces. They will be water resistant. The Law Enforcement Bag will have specialty sleeves to hold a flashlight, baton, and disposable restraints. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice represents the only official notice. There is no solicitation document for this acquisition. Interested parties may contact the Contract Specialist assigned to this acquisition via email at James.Kane@natick.army.mil. Firms will not be reimbursed for any costs associated with information submitted in response to this announcement. See Note 22.
