Description
The United States Department of Agriculture (USDA), Plant Protection and Quarantine (PPQ), Fruit Fly Rearing Facility, Waimanalo, HI, intends to procure Toasted Soy Flour with 15% Soybean Oil. Background: The Hawaii Fruit Fly Rearing Facility produces and sterilizes Mediterranean fruit flies (medfly) for eradication and prevention projects. The larval stage consumes a diet containing the nutrients and bulking material supplied by soy flour and other ingredients. Customer satisfaction requires consistently good quality flies in reliable quantities. Inconsistency in a diet ingredient can affect both yield and quality. Following specifications: Product is toasted soy flour, refatted with 15% soy bean oil; No contamination of other products; No contamination of pesticides or additives toxic to medflies (provide data showing regular testing and the results); Provide product information and specification sheets showing typical and guaranteed analyses. Products will be compared for desirable nutrition; Provide micro biological report information, provide any guarantees regarding microbial content, preference will be given to product with low microbial loads and the levels and/or absence guaranteed; Protein dispersibility index minimum 19 and maximum 20; Granulation is a minimum of 95% through #100 U.S. Std. Screen; Product is supplied from one primary manufacturer; Provide information showing procedures, testing, which ensure uniform quality; Provide a container load (approximately, 40,000#) with one lot number, and provide specifications for the lot; Provide information on storage life, the facility has no capacity for refrigerated storage, storage is now in containers without environmental control subject to the ambient heat and humidity of the Hawaiian climate. Quantities: Maximum: Two or three containers of approximately 40,000# for FY 2001; Minimum: Zero. Packaging: Multi walled paper bag, cannot be porous; bags must be maneuvered by pneumatic lift device, 50# bags. Other weights will be considered if the weight would increase the amount of pounds delivered per container, thus reducing freight costs, shrink wrapped, palletized for safe conveyance by forklift and pallet jack. Time from order and delivery door to door: four weeks maximum. The Government intends to solicit and negotiate a Firm Fixed Price (FFP), with ADM Protein Specialists Division, FOB destination purchase order under the authority of FAR 6.302-1, due to its inclusion in several diet experiments. Interested firms may identify their interest and capability to respond to the requirement. Interested firms should submit in writing, their name, address, point of contact, telephone number, business size, a brief statement regarding capability to provide the specified item, and points of contact for businesses or other Government agencies to which it has previously provided this item. Interested firms should also provide warranty information. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Simplified procurement procedures will be used as well as Commercial Item Acquisition Regulations per FAR 12. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-23.
