Description
The Defense Logistics Agency (DLA) personnel who use the Equipment Management and Control System (EMACS) in performing their jobs are in need of updated training. The DLA Training Center (DTC) in Columbus, Ohio, has developed two workshops to fulfill this need. The Government is requesting proposals for trainers with EMACS experience to deliver the workshops for a basic one year period with 4 one year options. EMACS was developed by the DLSC Systems Integration Office, Distribution and Base Support (DSIO UE), under tasking from the HQ DLA functional proponent, DSS IP, Fort Belvoir, Virginia. EMACS is a computer system that provides DLA Headquarters (HQ DLA) and Primary Level Field Activities (PLFAs) with the information necessary to manage their equipment. Equipment maintenance managers load data describing their equipment into EMACS. EMACS will then schedule maintenance, track maintenance costs and usage, and report all data collected to higher management levels on a monthly basis. EMACS is designed to operate on automated data processing equipment. The EMACS databases reside on UNIX servers. The Database Management System (DBMS) is a product of the Unify Corporation, called Unify 2000, also known as the Unify Dataserver. EMACS interfaces with the automated Fuel Management Systems (FMS), the General Services Administration (GSA) Fleet Management System, and the Base Operations Support System (BOSS). All workshops will be delivered via traditional classroom, instructor-led mode. The instruction is heavily performance-based, with participants directly applying EMACS procedures through hands-on exercises using the system. Two standard versions of the workshop are available, depending on the needs of the organization: Maintenance Activities A 4-day workshop targeted to personnel utilizing the work order process, who use EMACS to perform assigned job tasks in the following positions and functions: Managers, Maintenance Leaders, Mechanics, Equipment Specialists, Inspectors, and Reports Control Clerks. EMACS users are assigned to the Equipment Maintenance organization within a Distribution Depot or Supply Center. Nonmaintenance Activities A 3-day workshop targeted to personnel in small activities and those not using the work order process, who use EMACS to perform assigned job tasks in the following positions and functions: Managers, Program Management Analysts, Property Disposal Technicians, and Management Support personnel typically assigned to Defense Reutilization and Marketing Offices or the Defense Contract Management Agency.
