Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement to paint 16 antenna broadcast towers at its Transmitting Station in Iranawila, Sri Lanka. The towers shall be prepared by cleaning, washing, sanding and scraping, and applying a cleaning solvent. The towers shall be painted using a three step painting process (primer and two finish coats). Tower heights range from 275 feet to 475 feet. Due to the specialized nature of the work to be performed, there will be a mandatory organized site-visit to the Sri Lanka Transmitting Station to afford Offerors the opportunity to review the existing site conditions and obtain a copy of the Request for Proposal specifications and drawings. The estimated construction price range is between $100,000 and $250,000 and the proposed period of performance of this work requires completion within six (6) months from issuance of the Notice-to-Proceed. To be considered, Offerors must attend the organized site-visit to be held at the Sri Lanka Transmitting Station. A single site-visit will be conducted for all interested firms. Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that the basis for award will be price and other technical factors, with technical factors being significantly more important than price. The following technical factors will be used in determining each Offeror's technical score: (a) demonstrated recent (within the past 5 years) experience in painting of antenna towers or similar painting work; (b) proposed technical approach to perform the work; (c) qualifications of Offeror's Project Manager and/or Crew Chief as demonstrated by resumes submitted; and (d) adequacy of the proposed Project Safety Plan (including demonstrated experience and conformance with OSHA fall protection and other requirements) and proposed Installation Plan. The IBB intends to issue a Request for Proposal (RFP) solicitation for this negotiated firm-fixed-price procurement at the Mandatory site visit at 1000 hours local time on June 19, 2001. Proposals will be due July 10, 2001.
