Description

The Department of Energy, Western Area Power Administration, Sierra-Nevada Regional Office requires tree trimming & removal services around its Energized High Voltage Transmission Lines on the Trinity-Carr-Keswick 230kV Transmission Line. This line is located near Whiskeytown National Recreation Area, Redding, CA. This acquisition is set-aside exclusively for small business concerns. The SIC code is 0783. Far 19 classifies small businesses as those that gross equal to or less than $5.0 million annually based on the average of the offerors past three fiscal years. The solicitation shall be prepared IAW Far Part 12.6 and supplemented with additional information. The contractor shall comply with National Electric Safety Code (N.E.S.C.) General Order No. 95 and both State and Federal Occupational Safety and Health Acts (OSHA). The contractor shall be licensed by the State of California and certified to work near energized high voltage lines. The contractor must be approved by the Sierra-Nevada Regional Safety Manager. Work to include but is not limited to the following: removal of all conifers over 12 Ft tall, except in deep canyon crossings with over 50 ft of conductor clearance; removal of oak trees to provide 30 Ft of conductor clearance; cut stumps to 8 inches or less leaving no sharp studs; clear 30 ft radius around each tower, clear all access roads to 16-ft width, lop & chip all limbs & brush acessible from access roads; scatter to 6-in piles; all other brush & limbs are to be wind-rowed on right-of-way between or outside conductors, piles are to be kept to 5 ft by 5 ft with 4 ft cleared radius around piles; vehicles are limited to access roads & are to avoid sensitive areas.
