- Description
- NASA/ARC plans to issue a Request for Quotation (RFQ) for a Simultaneous Thermal Analyzer (STA) system for use in the NASA/Ames Characterization Laboratory to characterize materials. The system specifications have the following requirements: 1. The STA system must be of top-loading, vertical design. 2. The system must be capable of simultaneous measurements of mass change and transformation energetics, i.e. simultaneous TGA/DSC (STA). 3. The unit must have user-exchangeable TGA/DSC sensors available to optimize time constants and sensitivity. 4. The unit must have user-exchangeable TGA/DSC and TGA/DTA sensors. 5. The balance system must have at least an 18-g capacity, and a user-exchangeable TGA measuring head with a large-volume crucible must be available. 6. The STA system must have a temperature range of at least 25 to 1550 degrees Centigrade using one furnace. The furnace must also be equipped with a user-exchangeable protective tube. 7. The unit must have available a heated furnace adapter head and capillary for connection to an FTIR. 8. The STA system must be vacuum tight to at least 1 X 10 (-4) mbar. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from Netzsch Thermal Analysis, of Estes Park, CO, a division of Netzsch Inc., under the authority of FAR 6.302-1, based on the system s top-loading, vertical design, simultaneous measurement capabilities, user exchangeable sensors, and other unique capabilities. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on May 31, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
