- NASA/GSFC plans to issue a Draft set of Final Proposal Instructions for Phase 2 of the Next Generation Space Telescope (NGST) Observatory. The NGST is anticipated to be a passively cooled telescope, instrumented for imaging and spectroscopy, covering .6 to greater than or equal to 10 microns, orbiting L2 and required to operate for 5 years with a goal of 10 years. Phase 2 consists of the final design, fabrication, integration and test of the NGST as well as launch integration and on-orbit check-out (commissioning) and post launch support. The Integrated Science Instrument Module (ISIM) will be provided to the contractor as Government Furnished Property for integration into the Observatory. The Government will also provide launch services. General information on the NGST Program can be found on the NGST Web Page at http://www.ngst.nasa.gov This acquisition is being conducted as a two-phased procurement using a progressive competition down-selection technique between phases. Using this technique, two contractors were selected for Phase 1. The Phase 1 contractors are: Lockheed Martin Corporation, Missiles & Space and TRW Inc. Space & Electronics Group, Space & Laser Programs Division. It is expected that the single contractor for Phase 2 will be chosen from among the Phase 1 contractors after a competitive down-selection. Phase 1 covers definition, requiring a preliminary system design of the NGST. Phase 2 covers design and development, requiring the detailed design, fabrication and delivery to orbit of the NGST. Notwithstanding NASA's expectation that only the Phase 1 contractors will be capable of successfully competing for Phase 2, all proposals will be considered. Any other responsible source may indicate its desire to submit a proposal by responding to the Phase 2 synopsis, and NASA will provide that source all the material furnished to the Phase 1 contractors necessary to submit a proposal. To be considered for Phase 2 award, offerors must demonstrate a design maturity equivalent to that of the Phase 1 contractors. This demonstration shall include the following Phase 1 deliverables upon which Phase 2 award will be based: (a) Architecture Definition Monograph (high level summary of re-scoped design suitable for publication), (b) Integrated Analytical Computer Models and Support Documentation, (c) Interface Requirements Documents (IRDs), (d) NGST I&T Plan, (e) Technology Development Plan and Data/Results, (f) Cost and Risk Minimization and Management Plan (to include how to further mitigate the schedule risk in the mirror segment development flow), (g) Cost Analyses and Models and Support Documentation, (h) Process Improvement Plan and Results Report, (i) NGST Inter-organizational IRD and Project Management Plan, (j) NGST Re-scope Design (include Engineering Trades of concepts studied) and (k) Prototype Earned Value System (EVS) Description. Failure to fully and completely demonstrate the appropriate level of design maturity may render the proposal unacceptable with no further consideration for contract award. This Draft release is not a solicitation and NASA is not solicitating offers. The provisions and clauses in the Draft Final Proposal Instructions are those in effect through FAC 97-23. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 336414 and 1000 employees, respectively. The DPAS rating for this procurement is DO-A1. This draft release is for information and planning purposes and to allow industry to comment on all documentation. The anticipated release date of Draft Final Proposal Instructions is on or about May 31, 2001. A response time and method for submitting comments or questions, will be published concurrent with the release of the Draft Final Proposal Instructions. NASA may, at its discretion, hold discussions with the responding companies as necessary to clarify our understanding of their comments. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The Final Proposal Instructions and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
