Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Responses should reference Request for Proposal No. DE-RP04-01AL67377. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. This is a 100% Small Business Set-Aside. The recommended NAICS for this procurement is 561621, with a corresponding size of $9.0M. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business or 8(a). The Department of Energy, Albuquerque Operations Office (DOE-AL) intends to procure, a 5-year (Basic 1 year and four-1 year Options to renew) Requirements Contract for VTR Control Expansion and DSX Alarm/Access Control System which includes the following: (1) Service and Preventive Maintenance Agreement. Preventive maintenance must include adjusting, cleaning, testing and lubricating of all equipment on a quarterly basis. Equipment covered: DSX Access Control Panels, DSX Card Reader, DSX Computer, Closed Circuit Cameras, Multiplexers, Video Cassette Records, and Monitors. Maintenance agreement must cover all services required to keep the DSX Access Control System and the Close Circuit Television System running efficiently with minimum failure rate for current and new equipment; (2) DSX Access Control System logging for 7 vaults. System must meet all local codes including NFPA, Standard Building Code and Life Safety Code. Each vault shall include: 1- DSX 1021 2 Door Access Control Panel; 1- DSX 16 Volt Transformer; 2- DSX MR-10 Card Reader; 1- Interstate 12 Volt 7 Amp Hour Backup Battery; 1- Lot wire; 1- System Programming; and 1- Required Labor. (3) DSX Graphic Interface Programming. Cost should include: Equipment, materials and labor for the installation. Contractor must provide qualified technicians and must be DSX certified. Maintenance coverage should cover maintenance and emergency coverage 24 hours, 7 days a week, Monday through Friday. Response time: Normal -- 24 hours, Emergency -- 5 hours. Acceptance point is the DOE-AL, Pennsylvania & K Streets, Building 20397, Kirtland, AFB-East, Attn: SPSD- 01AL67377, Albuquerque, NM 87116. Performance requires that the contractor must be capable of obtaining a "Q" security clearance. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial, and FAR 52.212-2, Evaluation -- Commercial Items apply to this acquisition. Please include a complete copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer. Include clause 52.217.9, Option to Extend Term of the Contract. Proposal will be evaluated on the basis of lowest overall price. All responsible sources may submit a proposal which shall be considered by the Government. The Government intends to award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government.
