- Description
- The National Institute of Standards and Technology (NIST) Time and Frequency Division plans to support a program of study which will investigate the feasibility of using laser-cooled ions in Penning traps for quantum information processing. The focus of the work will be, 1) to measure the heating and decoherence of the ion motional states in a high magnetic field (4.5 Tesla) Penning trap and, 2) to determine the degree to which individual ions in a planar array can be addressed. The goal of this experimental work will be to understand the underlying physics in order to predict the ultimate limits and suitability of the Penning trap for quantum information processing. Qualifications include high-level experience with Penning traps, non-neutral plasmas, lasers, and experimental atomic physics. The skills of the researchers engaged by the University of Colorado are uniquely qualified for this work Place of performance is NIST Boulder Labs. Period of performance is twelve months. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with the Regents of the University of Colorado, Office of Contracts and Grants, Boulder, CO 80309-0572 as this source is considered to be the only responsible source and no other source will satisfy agency requirements. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing the capability to meet the above requirements within 15 days from the date of this synopsis. The qualification statements will be used to determine the need for competitive bids. Responses are due via mail or FAX by June 7, 2001. No RFQ package is available. This procurement is being conducted per Simplified Acquisition Procedures FAR Part 13 (NTE $100,000). FAR Clauses in full text are at http://www.ARNET.gov/far Terms and conditions and agency level protest procedures are referenced at http://www.doc.gov/oam/conops/#reference Anticipated award date is June 8, 2001.
