Description

The FISC Norfolk Detachment Philadelphia intends to procure = technology=20 sharing/utilization services for the United States Joint Forces = Command's Joint=20 Battle Center. The services to be performed include Strategic=20 Interoperability Initiative (SII) Program initiation, program = management=20 support, consortium management support, Joint Task Force = interoperability=20 support, and special studies support. The proposed procurement is = being=20 processed on an other than full and open competitive basis with South = Carolina=20 Research Author (SCRA) pursuant to FAR 6.302-1. The proposed action = will=20 result in a Cost Plus Fixed Fee contract covering a twelve month = performance=20 period with four twelve-month options. SCRA is the only firm capable = of=20 providing the above-described services since they have developed the=20 proprietary software tools and engineering processes and technologies = essential=20 to the successful interoperability and continued functionality of the = several=20 targeted operating systems/environments. The proprietary software = tools and=20 engineering processes and technologies include: Consortium Management=20 Environment (CME), Rapid Acquisition of Manufactured Parts (RAMP), = Standard for=20 the Exchange of Product Model Data (STEP), Quote Commerce Access Broker = (QCAB),=20 Product data Access and Retrieval Internet Server (PARIS), STEPTrans,=20 STEPValidator, and STEPPlan. Accordingly, it would be unreasonable to = consider that another contractor would be capable of duplicating or = providing=20 under license the present SCRA expertise with proprietary tools solely = for the=20 provision of this requirement. All interested parties should respond = outlining=20 their capability to provide the required services along with documented = evidence of their company's experience and past performance with the=20 SCRA-developed tools and programs.
