Description

The Naval Air Warfare Center Weapons Division, Point Mugu, CA intends to award a contract for engineering services for the EA-6B weapons systems support. The majority of the effort will occur at Point Mugu, CA. It is anticipated that a 5-year IDIQ Cost Plus Fixed Fee contract will result from this procurement. Multiple awards in accordance with FAR regulation 16.504(c) will be considered. An estimated maximum level of effort of 505,200 hours is anticipated. Work includes EA-6B simulations, support of avionics, radar airborne equipment, hardware engineering and laboratories applicable to the EA-6B Weapon System Support Activity (WSSA). Work also includes intelligence support systems, trainers, integration of missiles applicable to the EA-6B, data links, navigation systems, electronic warfare and intelligence systems. A secret facility clearance is needed to perform under any resulting contract and no award will be made to foreign or foreign-owned contractors. A best-value selection will be made based on technical/management, past performance and cost evaluation. Critical experience is required in the areas of electronic warfare systems, threat systems, software development processes, quality assurance, independent verification and validation, control management, Engineering Change Proposal (ECP) processes, programming environment, studies and recommendations, test and evaluation, technical/program management support, test equipment and standards as these areas apply to the EA-6B and weapons support systems for the EA-6B. All responsible sources may submit a proposal that shall be considered by the agency.
