Description
DESC: The African Development Foundation (ADF) is seeking a highly qualified individual to serve under a one-year contract. The individual will be hired under a Personal Services Contract (PSC) and will work under the supervision of the Director, Office of Budget, Finance, and Administration. An overview of the position is provided below. Interested candidates should review the minimum qualifications and other information contained in paragraph A and fax or mail applications using Standard Form 171 or resume to the African Development Foundation, Attention Mr. Thomas Coogan, Director, Office of Budget, Finance and Administration. The application is to be received no later than 15 days from the date of this notice. OVERVIEW. The Accountant's duties will include maintaining accounting and financial records used by ADF in the compilation of periodic reporting and yearly preparation of financial statements; reviewing and identifying errors in financial data and taking necessary steps to correct errors, tracking procurement and disbursement activities performed by other government contractors; assisting external financial auditors; communicating transactions to the financial management information system and reconciling the general ledger; assisting in the administration of the federal grant recipient financial database to insure data integrity; and auditing international travel vouchers. A. QUALIFICATIONS, EXPERIENCE AND SELECTION CRITERIA. Applicant must meet the following criteria: 1) Two or more years experience in accounting with knowledge of the US SGL; 2) Two or more years in independently analyzing financial information to reconcile errors, track procurement and disbursement activities, and assure compliance with financial and accounting controls; 3) Ability to plan and organize tasks and the work of others to insure accuracy and timeliness; 4) Ability to deal effectively with private vendors, government sector personnel, and independent and government financial auditors; 5) Extensive knowledge using software such as Excel, MS Access, MS Word; 6) Experience in preparing statements of work and travel vouchers. B. COMPENSATION. The term of the contract will be for one year. The actual salary of the successful candidate will be negotiated depending on the qualifications and previous earning history.
