Description
The Coastal Systems Station (CSS), Dahlgren Division, NSWC, Panama City, Florida intends to solicit on a limited competition basis for biodynamics investigative support. CSS requires the services of a highly experienced individual or team in the area of human biodynamic and injury response to vibration and repeated shock. The evaluation factors include: 1) extensive experimental and theoretical experience and knowledge in shock and vibration, human whole-body biodynamic response to shock and vibration, human biochemical (eg, blood and urine) response to shock and vibration, and acute and chronic human tissue damage (especially spinal injury) produced by immediate and accumulated exposure to shock and vibration; 2) extensive knowledge of analytical models and standards for human response to vibration and shock; 3) extensive knowledge and experience in both laboratory (in-vitro) and operational (in-situ) measurement related to human response to shock and vibration, including video motion analysis, inertial measurements (eg, accelerometers), electromyography, and biochemical measurements; 4) immediate access to laboratory facilities for investigating human biodynamic and biochemical response to shock and vibration; 5) immediate access to an orthopedic MD within the selected activity, and; 6) extensive committee membership, honors, awards, and publication in referreed journals, in the above areas. Over a period of several months, CSS personnel have performed an extensive survey of US companies and academic institutions to identify those possessing the above qualifications. CSS has searched the internet, searched hundreds of references, contacted and interviewed personnel from numerous companies and academic institutions, and consulted experts within related government agencies who have recommended companies and adademic institutions. While CSS has identified a number of individuals within companies and academic institutions that possess a subset of the above qualifications, only the following two possess extensive experience in all of the above areas: 1) the University of Virginia Biomedical Engineering Department (Dr. Walter Pilkey), and 2) the University of Iowa Biomedical Engineering Department (Dr. David Wilder). In each case, the principal investigator has a close professional relationship with another investigator, such that the combined team possesses the required experience and knowledge. In the case of UVA BME Dept, Dr. Pilkey has a colleague within the UVA BME Dept named Dr. Dale Bass. In the case of the U-Iowa BME Dept, Dr. Wilder has a colleague with whom he often works professionally, named Dr. Wasserman. Delivery will be to the Coastal Systems Station, 6703 West Highway 98, Panama City, Florida, 32407-7001. Period of performance will be four (4) months from issuance of the order.
