Description
Multi Temperature Refrigerated Container System (MTRCS) Performance Purchase Description (PPD) No. 419 has been supplied to U.S. Army Industrial Facilities (AIF) under the authority of Title 10, United States Code, Section 4532 (the Arsenal Act). These facilities have been asked to identify their capability to manufacture this item and, if a current capability exists, to submit a proposal for this item's manufacture. A DRAFT copy of PPD No. 419 is available to industry for comment on its technical feasibility. Industry also is invited to submit relevant cost information or catalogue prices to aid SBCCOM's economic evaluation under the Arsenal Act. Industry is not obligated to provide comments. This is not a request for proposals and industry will not be reimbursed for the costs of preparing comments or submitting other relevant information. The U.S. Army Soldier and Biological Chemical Command (SBCCOM) will evaluate all proposals submitted by AIFs in response to PPD 419 and will decide whether any AIF can make this item on an economical basis. If an AIF possess the capability to manufacture the MTRCS on an economical basis, the work will be directed to an AIF and a solicitation for PPD 419 will not be released to commercial industry (i.e. "make" decision). If no AIF has the capability to manufacture this item on an economical basis, a solicitation for PPD 419 will be released to commercial industry (i.e. "buy" decision). Until the "make/buy" decision is finalized, SBCCOM cannot guarantee that a solicitation for PPD 419 will become available to commercial industry. Entities that desire to comment on the technical feasibility of PPD 419 or to submit relevant cost information or catalogue prices should direct their comments and information to one of the following SBCCOM points of contact: Mr. Nicholas P.
