- This is a combined / synopsis solicitation for commercial items and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This procurement is being conducted under Simplified Acquisition Procedures (SAP). This solicitation, number MDA230-01-Q-2259, is issued as a Request For Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. Pursuant to FAR 19.10, Small Business Competitiveness Demonstration Program, this synopsis / solicitation is issued on an unrestricted basis. The NAICS code is 562111 and the small business size standard is $10.00 million. This proposed acquisition is subject to a wage determination for any refuse truck driver / refuse collection personnel required. The base performance period will be approximately 30 days after receipt of order through September 30, 2001 and will have four one-year options. STATEMENT OF WORK: A. GENERAL: The contractor shall furnish all necessary equipment, labor, materials, maintenance, transportation, and supervision to satisfactorily perform the services in accordance with the requirements specified herein. Operations to be performed shall include providing the specified brand name or equal trash compactor and 40 CY (Cubic Yard) collection / receiving container and routinely collect (approximately 6 times per month no set schedule) all solid waste deposited in the container, haul the container to approved disposal sites or land-fills for disposal and provide normal maintenance on the compactor and container provided. Equipment installation (compactor and 40 CY receiving container) shall meet OSHA guidelines. The contractor shall take all necessary precautions to ensure against damage to the existing structures during installation, maintenance servicing, cleaning, and container pick-ups and delivery. Any damage to existing structures shall be repaired or replaced, as approved by the Contracting Officer, at no additional cost to the government. B. SERVICE SITE: DFAS Denver 6760 East Irvington Place Building 444 Denver CO 80279-8000 C. EQUIPMENT TO BE PROVIDED BY CONTRACTOR: One Accurate Industries Model 245HD Compactor OR EQUAL and one 40 Cubic Yard (CY) receiving container. The required salient features which shall be met by OR EQUAL compactors are numbered 1 through 14: 1) Cover for power unit to reduce noise 2) Dock Mount with safety no-skid walk plate on deck 3) Full container indicator light 4) Electrical Tri/voltage selections, 208, 230, 460 volt three phase 5) Transition plate 6) 15 foot guide island 7) OSHA safety features 8) Stop Blocks 9) Safety hand rails with 8 foot riser plate under safety gate 10) Safety interlock switch 11) Toe Boards 12) Multi-cycle timer 13) Pressure gauge 14) Controls mounted on safety rail at dock. DFAS Denver will provide 460, 3 phase, 30-amp electrical service to operate the equipment. Contractor provided equipment must operate using existing building circuits. All electrical repair or test equipment used by the contractor shall have a functional ground plug. The contractor shall prevent the operation, or attempted operation, of electrical equipment or combinations of equipment, which require power exceeding the capacity of existing building circuits. D. MAINTENANCE OF EQUIPMENT: The contractor shall maintain all equipment in good operating condition for the length of the rental. Compactor and container shall be freshly painted at the start of the contract, and periodically during the term of the contract to maintain a clean appearance. For maintenance and trouble or service calls, the contractor is required to respond to the job site within two working hours after notification by the government. Requests may be either in person or by telephone. For after hours and holidays support, the contractor shall establish and maintain a telephone answering system or pager service which shall notify the contractor within one hour after a service call is placed. Requests for service placed on the contractors answering system or pager service shall be considered valid requests. The contractor shall have and maintain on hand locally, an inventory of the repair parts sufficient for normal maintenance and repair. The contractor shall provide a copy of the preventive maintenance and inspection work schedule with their quotation. The contractor shall keep the compactor and receiving container clean to eliminate odors and flies. The contractor shall use biodegradable cleaning type materials and a Material Safety Data (MSDS) for each type of cleaning material used shall be provide to the COR. E. SCHEDULE OF REMOVALS: Trash removal / 40 CY receiving container pick-ups shall be done on an on-call basis, approximately 6 pick-ups per month. Contractor will be notified for pick-up when the compactor full indicator light is on and the pick-up shall be made within one working day. When the receiving container is picked up and hauled away, all trash dropped outside of the receiver will be picked up and area cleaned within 10 feet of the compaction system including the receiver. Oil spills from the contractor truck shall be cleaned up. The receiving container shall be returned or replaced the same day. Damaged, leaking, rusting, and unsightly containers shall be repaired and repainted, or replaced at the Contractor's option, within 5 days of notification by the COR. Contractor shall pick up, transport and dispose of trash in accordance with all applicable federal, state and local rules and regulations. F: CONTROLLED AREA PASSES/BADGES: The contractor shall provide the COR with the names and social security numbers of authorized personnel working on this project. The COR's list of personnel shall be forwarded to the security office to begin preparation of parking passes and temporary badges. Passes will be required for drivers and other personnel to access the compactor and container area throughout the life of the purchase order. G. ENVIRONMENTAL QUALITY ASSURANCES: The contractor shall fully comply with all Federal, State and Local laws, ordinances and regulations regarding sanitation and solid waste disposal. In the performance of the work under this contract, trash shall be disposed only at incinerators, landfills, or other facilities which are in conformance with Federal, State and Local laws, ordinances and regulations and approved, where required, by the requiring Federal, State, and / or local government. The contractor is responsible for obtaining all required permits and licenses for proper waste disposal and any other activities associated with performance under this contract when such permits and licenses are required. Copies of required licenses shall be provided to the Contracting Officer within 30 days of award. H: INVOICING: The Contractor shall provide copies of all tipping receipts (weight reports) from the landfill where the solid waste is disposed of with the monthly invoice. Tipping receipts for each load picked up and disposed of shall be attached to the signed invoices on a monthly basis. Invoices shall be submitted monthly to the COR. Option Year Four: 10/01/2004 through 09/30/2005 EVALUATION: Evaluation shall be based on 3 factors. 1) Compactor equipment offered. If quoting on an "or equal" piece of equipment, it is the responsibility of the quoter to provide the manufacturer name, part number and specifications with quote along with sufficient information (i.e. product literature, technical features, etc.) in order to evaluate compliance with the requirements of the solicitation. DFAS staff members are solely responsible in determining acceptability of equal products. 2) Past performance. Offerors shall submit the names of companies and names of contacts and the current, working phone number for the person to contact on 5 (five) similar contracts that have been done, preferably government, within the past 2 years. Length of and dollar value of contract must be indicated. 3) Price. It is the intent to award a Firm Fixed Price delivery order without discussions, therefore, each initial offer should contain the quoter's best terms from a cost/price and technical standpoint.
