Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) Solicitation F19650-01-Q-0021 is issued as a Request For Quote (RFQ). The NAICS Code for this synopsis/solicitation is 339111. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-25 and 97-22 dated 11May 2001. This is a 100% Small Business set-aside (iii) The procurement for a Time Of Flight Mass Spectrometer is to consist of the following: CLIN 0001; Time of Flight Ion Source Lens Stack and Flight Tube Assembly, CLIN 0002; Shroud with Skimmer/Differential Pumping, CLIN 0003; 18mm MCP Detector Assembly, CLIN 0004; Time of Flight Power Supply, CLIN 0005; Sideport Tee/Differential Pumping, CLIN 0006; Electron Gun Assembly, CLIN 0007; Electron Gun Power Supply, CLIN 0008; High Voltage Pulser, CLIN 0009; High Voltage Pulser Power Supply, CLIN 0010; Fast Ion Gage Tube, CLIN 0011; Fast Ion gage Power Supply Delivery to Hanscom AFB, MA is required within 4 months after contract award. FOB Point: Destination. The following provisions and clauses apply to this procurement: FAR 52.212-2, Instructions to Offerers- Commercial, FAR 52.212-2 Evaluation- Commercial Items, the evaluation factors to be included in paragraph (a) are "Technical capability of the item, Price and Past Performance), FAR 52-212-3, Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.(in paragraph (b) the following clauses apply; FAR 52.22-21, FAR 52.222-26, 52.222-35, 52-222-36, 52.222-37), FAR 52.204-6, Contractor Identification Number- Date Universal Numbering System DUNS Number, FAR 62.323-33, Payment by Electronic Funds Transfer-Central Contractor Registration (CCR) and DFARS 252.204-7004, required Contractor Registration (Mar 1998).
