Description
Atmospheric Modeling of Prince William Sound The Oil Spill Recovery Institute (OSRI) is soliciting proposals for modeling of mesoscale atmospheric conditions within Prince William Sound (PWS). Primary objectives sought through this solicitation are the design, development and validation of an atmospheric model (or selection, implementation and validation of a suitable existing model) for a region with significant orographic effects. Additional objectives include: design of required initialization data sets; development of a graphical user interface; design of a data distribution scheme; and collaboration with other OSRI funded researchers in meeting OSRI objectives. The selected model will interact with other existing OSRI numerical models describing ocean currents (POM), oil spill dispersion and subsurface plume trajectories. The work conducted through this advertisement will contribute to the development of a Nowcast/Forecast (NF) system for PWS incorporating physical and biological ecosystem dynamics within a three dimensional real-time suite of numerical models. A total of one hundred thousand dollars per fiscal year is available through this solicitation. The awarded contract will be renewable on an annual basis. Proposals providing for a supported position within a university, state or federal organization or agency will be considered. Application Process Interested candidates must submit an OSRI grant application package. This application may be obtained as a downloadable file from the OSRI web page (http://www.pwssc-osri.org) or from the OSRI by calling (907) 424-5800. The original and three copies of the proposal, including the copy bearing the signed cover page, should be mailed to: Atmospheric Modeling BAA Prince William Sound Oil Spill Recovery Institute P.O. Box 705 Cordova, AK 99574 Proposals must be submitted in hard copy form. Final proposals for formal consideration will not be accepted by fax or electronically. Proposal Evaluation Proposals may be evaluated by the OSRI director, OSRI technology coordinator, individual peer reviewers and/or a review panel. The evaluation criteria differ based on the type of project. In general, the proposals will be evaluated by how well they meet the needs of the RFP. For more information, refer to the OSRI Grant Policy Manual, Section 4.5 -- Proposal Review Process, which can be accessed through the OSRI web page. Awards Proposals will be evaluated by the method described above, and awards will be made on a rolling basis contingent upon the availability of funds. Awards made as a result of this competition will be administered in accordance with the terms and conditions of the OSRI Grant Policy Manual. Additional Information The OSRI awards funds for projects in the sciences, engineering and technology as well as educational / community programs. The awardee is wholly responsible for the conduct of such programs, all related research and the preparation of any resulting publications. The OSRI, therefore, does not assume responsibility for the research findings, their interpretation or implementation. The OSRI welcomes proposals from all qualified scientists, engineers and educators and strongly encourages women, minorities, and persons with disabilities to compete fully in any of the research related programs. In accordance with federal statutes, regulations, and OSRI policies, no person on grounds of race, color, age, sex, national origin, or disability shall be excluded from participation in, be denied the benefits of, or be subject to discrimination under any program or activity receiving financial assistance from the OSRI. Further questions may be addressed to the OSRI by e-mail (cox@pwssc.gen.ak.us) or by contacting Walter Cox at (907) 424-5800.
