Description

Then National Institute of Standards and Technology (NIST) = intends to enter into a sole source contract with Saunders = Enterprises, 130105 Chestnut Oak Drive, Gaithersburg, Maryland 20878, = under the authority of 41 U.S.C. 253 (c) (1)-only one responsible = source. Mr. Robert Saunders has more than 30 years experience in = radiometry and optical design and is world renown in these areas. He = participated in the development of the UV monitoring station at NIST = and has been involved in measurements at the SURF III storage ring. = Mr. Saunders is the only person available with the necessary radiometry = and optics experience and familiarity with the NIST SURF and UV = facilities to undertake the proposed tasks. The proposed period of = performance will be from award of the purchase order through December = 31, 2001. The contractor shall prepare monthly reports summarizing the = services provided. The Government anticipates the award of a Firm = Fixed price purchase order. The proposed requirement is for supplies or = services for which the Government intends to solicit and negotiate with = only one source under authority of FAR 6.302 ?Circumstances permitting = other than full and open competition. The following statutory = authorities (including applications and limitations) permit contracting = without providing for full and open competition. Requirements for = justifications to support the use of these authorities are in 6.303. = Written responses to this synopsis shall contain sufficient = documentation to establish a bonafide capability to fulfill the = requirement.
