Description
The Agricultural Research Service (ARS), USDA, plans to enter into contract negotiations with an Architect-Engineer (A-E) firm for the pre-design, design, cost estimating, construction inspection, and related design and construction phase services for the construction of the National Cold Water Marine Aquaculture Center (NCWMAC). The new research complex, including laboratory and office spaces and tank/aquaria facilities, will be located on the University of Maine campus in Orono, and at the University's Center for Cooperative Aquaculture Research(CCAR) in Franklin, Maine. It is anticipated that the new NCWMAC facilities will consist of approximately 80,000 gross square feet (gsf). The estimated construction cost for the new facilities, including infrastructure, is between $19 million and $21 million. Information on ARS organization and programs can be found on the internet at www.ars.usda.gov. Evaluation of firms will be made on the following criteria, in order of descending importance (items a and b being of equal weight): (a) Specialized experience and technical competence in the type of work required, including knowledge of laboratory design, aquaculture research requirements, and water treatment for support of aquaculture research; (b) Professional qualifications necessary for satisfactory performance of required services; (c) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (d) Volume and nature of present workload as it relates to the ability to perform the work required in a timely manner, specialized technical skills, project coordination and management skills, and team experience of proposed key personnel; (e) Staffing and equipment to accomplish the work in the required time; (f) Geographic location of design team members/firms as it relates to knowledge of the locality of the project in terms of design conditions and code/regulatory requirements, and the ability to perform construction management services. Interested firms meeting these requirements are invited to submit three (3) copies of their Standard Forms 254's and 255's, with appropriate data (See Note 24), by 4 p.m., local time, July 2, 2001. This solicitation is unrestricted in accordance with the Small Business Competitive Demonstration Program. NAICS assigned is 54131. This is not a request for proposal.
