- NASA/GRC is hereby soliciting information for potential sources for operation of the National Science, Engineering, Mathematics, and Aerospace Academy (SEMAA) Office. The NASA Glenn Research Center (GRC) developed the SEMAA program in 1993. Since that time Cuyahoga Community College (CCC), in Cleveland, OH has received funding from NASA GRC to coordinate the SEMAA program. The SEMAA program uses the unique resources of NASA to expose especially historically underrepresented and underserved, K-12th grade, youth to activities in the fields of science, engineering, mathematics and technology. A challenging hands-on, inquiry-based curriculum, that meets math, science standards, provides students with a better understanding of science, engineering, mathematics and technology, and leads to improved academic success. SEMAA also leads to systemic improvement through teacher involvement, integration with existing school programs, and collaboration with internal and external stakeholders. In 1998, a National SEMAA Office was established at CCC to execute the day-to-day tasks required to ensure that the SEMAA program operated in an efficient manner. The National SEMAA Office is responsible, at a minimum, for communicating with the SEMAA sites regarding recruitment and retention of students; parental involvement; adherence to reporting requirements (financial and technical narrative); staff training; distribution and tracking of operating funds; and distribution of supplies and equipment. In regards to interacting with NASA GRC, the National SEMAA Office is responsible, at a minimum, for maintaining the SEMAA budget -- monitoring the receipt and distribution of SEMAA funds; communicating issues pertaining to the SEMAA sites; providing a monthly, quarterly, and an annual report; development and maintenance of a SEMAA web page, and development and evaluation of the SEMAA curriculum. Since 1999, the following ten SEMAA Programs have been in operation in urban centers across the US. Cleveland, OH; Dayton, OH; Detroit, MI; Jam, NY; Atlanta, GA; Washington, DC; St. Louis, MO; Chicago, IL; Warren County, NC; and Baltimore, MD. In the year 2000, the SEMAA program served over 15,000 students, and parents. By the end of this year, another five sites will be established in the following cities: Brooklyn, NY; Las Cruces, NM; Princess Anne, MD; Kaneohe, HI; and Winston-Salem, NC. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Interested offerors/vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A". This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Jean M. Rogers no later than June 1, 2001.
