- Description
- As part of preparations for the Lewis and Clark Bicentennial observance in 2003 though 2006, the USDA Forest Service Intermountain and Northern Regions proposes producing approximately 55 interpretive signs along the Lewis and Clark National Historic Trail at many national grassland and forest highway and road waysides, trailheads, and other recreation sites in Montana, Idaho and North Dakota. The Trail also traverses Bureau of Land Management (BLM) lands located in northern Idaho. The FS and BLM will use the Montana Bicentennial Commission's "Lewis and Clark in Montana, Interpretive Sign Strategy" (Montana Sign Strategy) as the guideline to produce these signs. The federal and state agencies participating in the Montana Tourism and Recreation Initiative's Lewis & Clark Focus Team developed this interpretive sign strategy to assist with the creation of a unified, coordinated statewide series of signs telling the Montana stories related to the historic expedition. The strategy is a tool for agencies, organizations, communities and private sector sponsors to utilize in planning, designing, producing and locating signage. Effective interpretation goes beyond merely recounting the Lewis and Clark journey by addressing the world they traveled through the land and its natural history and the people who lived there. The Montana Sign Strategy is followed by a series of appendices that provide extensive detail about Montana's existing interpretive signs, planning efforts, new signage opportunities, suggested story lines, graphic guidelines, examples and resources for technical assistance. When ordered, the Contractor shall provide: Interpretive planning and compiling interpretive resource materials of site specific human and natural history information, quotations of Lewis and Clark expedition, statements of American Indian experience, visual images and maps from existing materials necessary to produce draft sign content; preliminary interpretive sign design and layout using complied resource materials to draft sign content, to identify sign title, main text, and major visual element, as well as subtitle, secondary visual element and text, visual images photograph or artwork, captions, and labels; final interpretive texts; final interpretive graphic illustration; design and layout of interpretive sign panel using texts, photographs and artwork; sign panel comprehensive production package; sign panel, aluminum frame, and aluminum signposts; national forest and grassland ranger station orientation sign for use region wide; and all work, including but not limited to texts, composition, drawings, artwork, graphics, maps, photographs, and comprehensive production package will be the property of the FS. A complete listing of the technical specifications will be provided with the solicitation package. This solicitation will be for commercial items and will be prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12. Solicitation No. R1-01-15 will be issued as a Request for Proposals. This will be a firm fixed-price contract with an Economic Price Adjustment clause. The contract award will be for one (1) calendar year with two (2) option years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-21. This solicitation is unrestricted. The North American Industry Classification System (NAICS) for this procurement is 541430, Graphic Design Services. The Small Business Size Standard is $5 million. Estimated price range is between $500,000 and $700,000. Solicitation will be available approximately May 30, 2001, with proposals due approximately June 29, 2001. Final dates will be listed in the solicitation package and may changed based on availability date of the solicitation package.
