Description
THIS IS A DESIGN -- BUILD REQUEST FOR PROPOSALS REPLACE BOILER PLANT COMBUSTION CONTROLS AND INSTRUMENTS VA Medical Center, Sheridan, WY Work to be Completed within 365 days of receipt of Notice to Proceed. Cost Range; Between $250,000.00 and $500,000.00. Introduction: The boiler plant consists of three steam boilers operating at 110 psig. During high load periods two boilers operate simultaneously. Boilers 1 and 2 are 1948 vintage 18,500 pph Union Iron Works field-erected cross drum coal-burning water tube boilers with Hoffman "Firite" spreader stokers and shaker grates. Boiler 3 was built in 1986 and is a Keeler "CP" 10,000 pph longitudinal drum unit with a Faber natural gas/No.2 oil forced draft burner with FGR. Boiler 3 had been designed for coal firing as well but this has been discontinued. A dust collector and induced draft fan discharging into a tall stack serves Boilers 1 and 2. A second induced draft fan discharging into a stub stack serves Boiler 3 (no dust collector). The existing combustion controls are Westinghouse-Hagan pneumatic type installed in 1986. The recorders are Westinghouse-Hagan "Ring Balance" type, also installed in 1986. 1) Work includes replacing the controls only and 2) replacing the controls and instruments, including field labor if possible. Scope of Work: Controls: It is desired to duplicate the installation with "Hays AC" type multiloop controllers. The existing panel-mounted Hagan control stations include: plant master, a master for each boiler, a forced draft damper for each boiler, a fuel/air ratio for each boiler, a furnace outlet damper for each boiler, a feedwater valve for each boiler. In addition, there are control stations for the steam header exhaust vent pneumatic control valve, the Boiler 1 and 2 induced draft fan inlet damper, and the dust collector outlet static pressure. Drive units will be replaced. Instruments: The existing instruments mounted in two free-standing panels include nine Hagan circular chart recorders as follows: 1) Boiler 1, steam flow, air flow, stack temperature; 2) Boiler 2, same; 3) Boiler 3, same ; 4) Boiler 1, drum level, oxygen, opacity; 5) Boiler 2, same; 6) Boiler 3, same; 7) In house steam, laundry steam; 8) Hospital steam flow; 9) Steam header pressure, outside air temperature, feedwater temperature. It is desired to replace these recorders with paperless "Hays Multitrace" type recorders with one recorder with six inputs for each boiler and one recorder with six inputs for all other functions (total of four recorders). New transmitters should be provided for all functions. New orifice plates should be provided for the boiler steam flow recorders and new vortex shedding meters should replace the orifice plates on the other steam flow functions. New oxygen analyzers should be provided for each boiler. In addition, VFD drives with manual controls are desired on each of the two stoker spreaders (1-1/2 HP each). As an option to the inlet damper control, a VFD should be estimated for the 30 hp induced draft fan motor for Boilers 1 and 2. The building disconnect and Automatic Transfer Switch are to be replaced.
