- PURCHASE AND INSTALLATION OF ROOFTOP AIR CONDITIONING ON 3 EAGLE BUSES- = This is a combined synopsis/solicitation for commercial items prepared = in accordance with the format in Subpart 12.6 as supplemented with = additional information included in this notice. The procurement is to = furnish all labor, equipment, tools, materials, electricity, = transportation, supervision and maintenance under warranty necessary to = provide 4 rooftop air conditioning units and a generator in accordance = with the Statement of Work (SOW). Inspection and acceptance will be at = Scott AFB IL. This announcement constitutes the only solicitation. = Quotations are being requested and a written solicitation will not be = issued. This solicitation, reference number F73121311300100, is being = issued as a Request for Quotation (RFP). This solicitation is = set-aside 100% for small business. The North American Industry = Classification System Code (NAICS) is 421740 and the small business = size standard is 100 employees. This solicitation document and = incorporated provisions and clauses are those in effect through Federal = Acquisition Circular 97-19. Vendor must be actively registered with = Central Contractor Registration. Offerors must comply with all = instructions contained in FAR 52.212-1, Instructions to = Offerors-Commercial. FAR clause 52.212-2, Evaluation-Commercial Item = applies. Award of this acquisition will be based on Best Value to the = Government and the evaluation criteria for award will be technical = proposal, past performance price and proximity to Scott AFB IL for = maintenance under warranty. If proposal is technically acceptable, = past performance, proximity to the base, or ability to provide = maintenance to units under warranty will be significantly more = important than price. Offerors will provide a list of three (3) of = the most relevant (like or similar) services performed for either the = Federal Government or commercial customers within the last three years. = Please provide recent fax, telephone numbers of past performance = references and they must be submitted along with price quote. The = following additional FAR provisions and clauses do apply: FAR 52.211-6 = Brand Name or Equal, FAR 52.212-3 Offeror Representations and = Certifications-Commercial Items, a completed copy of this provision = shall be submitted with the offer. Williams, Contract Specialist, at (618)-256-9274.=20 STATEMENT OF WORK INSTALL ROOFTOP AIR CONDITIONING ON 3 EAGLE BUSES 1. Vehicles involved are Eagle model 20 intercity buses. The model = years are 1987 (87B03830), 1988 (88B09733) and 1990 (90B03255). =20 2. Contractor will provide all components, to include, but not limited = to, 4 rooftop air conditioning units and a generator. Pertinent = information follows: a. Generator will be an Onan 12.5HDCAB/11506 or equal with internal = fan, 60hz, 120/240 voltage, 104.2/52.1 amps, single phase, 2 pole 50 = amp circuit breaker quiet diesel generator. Generator will include = remote control start and 60 amp distribution panel. Generator will = operate independently from bus engine. This will reduce wear and tear = on bus engine and reduce emissions. b. Rooftop units will be Carrier AirV or equal units with a cooling = capacity of 13,500 BTUs each and a heating output of 5,600 BTUs. The = height of each unit will be no more than 13?, width 22? and length = 41?. The unit will be set up for ceiling air distribution. Each unit = will have own individual controls. Units will utilize R-22 coolant. = Approval has been received from Warner Robins ALC to use R-22 for any = vehicle that will be replaced before 2020. Any equal coolant must be = class II ODS. c. Manufacturer must be able to provide nation wide service to provide = global parts and warranty support. Since these buses travel all over = the United States. =20 d. Rooftop units must cool buses to 63 degrees F. 3. Buses will be delivered and picked up by organization (if within a = 60 mile radius of Scott AFB). =20 4. Request units be installed locally to facilitate warranty repairs. =
