Description

Request for Comment-The Indian Health Service (IHS) requests industry comment on the draft solicitation for a Commerical Off-the-Shelf (COTS) product to support the IHS Dental Program's front office and clinical needs. The IHS is particularly interested in the following: 1) The suitability of COTS solutions for the envisioned system and the extent of the gap between the COTS solutions and the draft specifications; 2) The feasibility of providing a stand-alone version of the COTS system for demonstration and technical evaluation; and 3) The rough-order-magnitude cost for providing a) the COTS software product, b) customization of the COTS software necessary to meet IHS'functional requirements, c) user support services, d) technical support services, and e) custom system interfaces. The purpose of this Request For Comment (RFC) is to afford industry an opportunity to discuss any perceived issues regarding this initiative and to allow the Government an opportunity to receive the benefit of industry comment. The Government is receptive to any and all ideas that would limit unnecessary constraining requirements, realize a cost savings, or highlight potential technical problem areas. Comments received may or may not be used to revise the SOW and resulting solicitation. Replies will be separate from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal RFP. The Government will not critique a potential offeror's comments and the RFC should not be used by an offeror to market their products. The Government does not intend to pay for the information solicited and will not recognize any costs associated with the submission of the RFC response.
