Description
The Office on Women's Health (OWH) through the Program Support Center, Division Acquisition Management intends to award a twelve (12) months Simplified Acquisition' for Professional Services. The Contractor shall provide professional service in developing and implementing a model mentorship program and offer technical assistance in the areas of administration and program development to enhance community-based and women's organizations' capacity to deliver HIV/AIDS secondary prevention services to minority women in both urban and rural environments. The Contractor shall accomplish the professional services in two phases as follows: PHASE 1: 1. Develop a model mentorship program for providing technical assistance and capacity development in the area of administration and program development to a total of two (2) women's and/or community based organizations located in rural and urban areas specifying: a. Goals and objectives that the model mentorship program intends to achieve by the end of contract year (one year) based on CBO/women's organization's specific needs (to be presented at OWH initial meeting); b. A management plan describing staffing and duties (with pertinent information to demonstrate appropriate experience and qualifications) c. Documented expertise of rural versus urban issues regarding the provision of HIV/AIDS secondary prevention services for minority women, specifically socio-politico-economic factors d. Identify persistent gaps in HIV/AIDS secondary prevention services for minority women in both urban and rural environments, including challenges to addressing them (based on your knowledge, cite model program(s) in both urban and rural areas that address any of the identified gaps with details on the prime components of their effectiveness) e. A process evaluation plan and outcome evaluation plan (process measures may include: number of technical assistance sessions conducted, number of times services offered, etc; and outcome measures may include: new/revised policies developed, program development/expansion/specialization; increased access to funding resources, etc., as well assess your organizational objectives.) f. Develop the following basic tools, including but not limited to: -- organizational needs assessment form -- collaborative workplan detailing timeline, activities, expected outcomes, staff, and time required to accomplish activity. -- communications log (phone, email, other) g. Distinguish guiding principles for a successful long distance mentorship relationship and collaborative partnership with CBOs and/or women's service organizations. h. Cite previous experience (if applicable) providing technical assistance using a mentorship approach (provide evidence, i.e., MOA, contract, etc) i. Organization/agency brochure or flyer describing services j. Resumes or curriculum vitae of personnel and/or subcontractor 2. Identify specialized technical assistance required (on a subcontractual basis) but not to be provided by core staff. 3. Determine how linkages with other providers of HIV/AIDS-related services will be developed and implemented in order for women's and/or community based organizations to provide continuous HIV/AIDS secondary prevention services. 4. Determine how linkages will be developed and implemented with state and local entities to assist in the provision of technical assistance and capacity development services to women's and/or community based organizations. 5. Determine how women's and/or community based organizations will be provided with guidance to the appropriate resources and technical assistance offered by the agencies of the Department of Health and Human Services, other governmental entities, and philanthropic entities and link them with these resources, such as provide information on grant applications, procedures, policies and conduct internet-based searches for funding information. PHASE 2: 1. Implement the model mentorship program by providing technical assistance and capacity development in the areas of administration and program development to a total of two (2) women's and/or community based organizations located in rural and urban environments by: a. conducting 3 separate visits (minimum of 2 days per visit) to selected CBO and/or women's organization at their service delivery sites b. regularly scheduled teleconferences (minimum two times per month), email correspondence, other c. clearly relating how technical assistance strengthens organization's capacity to deliver enhanced HIV/AIDS secondary prevention services to minority women living in rural and urban environments d. distinguish specific challenges for community based organizations and/or women's service organizations to address persistent gaps in HIV/AIDS secondary prevention services for minority women living in rural and urban environments e. distinguish any challenges in providing technical assistance to community based organization and/or women's service organization; define steps to address challenges; give date(s) when challenges will be addressed f. work with community-based organization and/or women's service organization to establish effective collaborative partnerships with community service providers to increase opportunities for HIV/AIDS secondary prevention service linkage and access 2. Evaluate the processes and outcomes of the model mentorship program of providing technical assistance and capacity development in the area of administration to two women's and/or CBO located in rural and urban environments. 3. Interim progress report on PHASE 2 processes and outcomes 4. Interim progress/evaluation report on PHASE 1 and PHASE 2 processes and outcomes 5. Final progress/evaluation report on PHASE 2 processes and outcomes; distribute (mail) report to 100 agencies and organizations, including DHHS Offices on Women's Health, rural and urban women's organizations and community-based providers of HIV/AIDS/AIDS health and health-related services targeting minority women The anticipated release date for the RFQ is on or about June 14, 2001.
