Description
The requirement is for a DC/AC Power Inverter for use on the Shop Equipment Contact Maintenance (SECM). The estimated date of issue is 31 Jul 01. This procurement is 100 percent set aside for small businesses (under 500 employees). The acquisition will be a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum quantity of 100 each and a maximum quantity of 1600 each. The power inverter will have the following essential characteristics: The inverter shall output 220 VAC HZ 3 phase electrical power (y-configuration) suitable for derivative outputs of 220 VAC 60 HZ single phase and 120 VAC 60 HZ single phase power. The output waveform may be a pseudo-sine wave. A pure sine form is not required. The inverter shall have a continuous output rating of at least 5,000 watts. The inverter shall have surge capacity sufficient to start a rotary-vane air compressor having a 220 VAC single-phase 2 HP motor. The inverter will also be used to operate an inverter-technology suitcase welder. The inverter shall be rated for continuous operation in ambient temperatures up to at least 100 degrees Fahrenheit. The inverter shall mount within envelope dimensions of 26.5" wide by 11.0" high by 19.0" deep. The inverter control features and power input and output points shall be located on the front panel (26.5" wide X 11.0" high). The 24 VDC input point shall provide two single-barrel screw lugs capable of accepting 4/0 AWG cable. The 3 phase 220 VAC output point shall provide 4 termination lugs: 3 hot, 1 neutral, and one ground. The inverter shall be rated to accept input of 22 to 28 VDC. The inverter shall provide automatic low battery shutdown at 21 VDC with a surge delay of at least 5 seconds. The inverter shall provide the following safeguards: automatic electronic short circuit and overload protection, automatic high temperature shutdown, and an output overload circuit breaker. The inverter shall have indicator lights for power on, low voltage input, overload, high temperature, and low battery shutdown. The weight of the inverter shall not exceed 170 pounds. All circuit boards shall have conformal coating. The inverter shall be suitable for operation in military tactical vehicles and similar high-vibration environments. The RFP will be issued as a Best Value Trade-off. The evaluation factors will be Technical (Go/No Go), Past Performance, Price and Small Business Participation. The solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c) therefore, hardcopies will not be provided. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
