Description
The National Institute of Standards & Technology (NIST) requires a low light level spectroscopy system consisting of the following critical specifications: 1) A scanning monochromator/imaging spectrograph; 2) A high performance CCD camera; 3) Control software that can simultaneously control both of these instruments. The requirements for the combined scanning monochromator/imaging spectrograph are as follows: 1) Focal length of 0.3m or longer; 2) Triple grating turret; 3) Two outputs, one with a slit (monochromator) and one without a slit (spectrograph); 4) f/4 or lower; 5) Control software for both the CCD and monochromator/spectrograph. The requirements for the CCD camera are as follows: 1) System read noise less than 5 electrons; 2) Well capacity greater than 200,000 electrons; 3) Quantum efficiency greater than 30 percent at 1000 nm wavelength; 4) Compatibility with item 1 (monochromator/spectrograph); 5) Control software for both the CCD and monochromator/spectrograph. Because of the complexity of integrating the CCD camera, monochromator/spectrograph, and control software, we require the complete system be supplied by one vendor. Technical merit as well as price will be used to evaluate offers. As the technical merit becomes more equal, price becomes a greater factor. This procurement is being conducted under Simplified Acquisition Procedures. There is no formal bid package. Proposals can be faxed or mailed and must be received on or before June 13, 2001. When submitting a proposal, please include freight costs, Federal Tax ID Number, Dun & Bradstreet Number, and business size. Terms and Conditions and agency level protest procedures can be found on web site http: oamweb.osec.doc.gov/conops #REFERENCE. Hard copy in full text available from office address and phone number listed in notice. Anticipated award date will be June 14, 2001. Technical contact is Richard Mirin at 303-497-7955.
