Description
The Office of Naval Research (ONR), Code 333, is interested in receiving white papers for innovative Science & Technology (S&T) in areas pertaining to undersea weaponry (USW). Offerors are requested to submit white papers in accordance with the guidance under this BAA. ONR has organized its research programs into two broad categories: Discovery and Invention (D&I) and Exploitation and Deployment (E&D). The D&I part of the program is the more fundamental part and looks toward the development of the science and technologies which will provide significant new capabilities to the Navy and Marine Corps over the long term. The E&D category of the program is focused on development and demonstration of maturing technologies which will provide required new capabilities to the Fleet and are expected to transition to acquisition programs over the mid term (5-7 years). The USW technologies that support E&D are focused on the following two Future Naval Capabilities (FNCs): Littoral Anti-Submarine Warfare (ASW) and Platform Protection. The FNCs are technology demonstration programs designed to facilitate transition of products needed by the Fleet into the acquisition cycle. The Littoral ASW FNC includes torpedo intelligent control, connectivity, broadband processing, and stealth homing demonstrations. The Platform Protection FNC includes advanced countermeasures, the 6 " anti-torpedo torpedo, and torpedo Detection, Classification, and Localization (DCL) demonstrations. This BAA addresses a broad spectrum of technologies related to USW in both the D&I and E&D categories at http://www.onr.navy.mil/sci_tech/engineering/onrpgakx.htm. This BAA is a competitive solicitation. White papers and/or proposals submitted in response to this solicitation must cite BAA 01-019 on the cover page. This announcement expires 31 December 2001. White Papers White papers are sought from offerors who wish to propose new technology development efforts that hold promise for dramatically enhancing Naval undersea weapon or component performance. The intent of these papers is to open a dialogue with the appropriate ONR Program Officer that may lead to a follow-on full proposal and possible contract award. The white paper process is mandatory for all persons responding to this announcement, except for those seeking continuation of existing ONR-funded technology development. White papers should not exceed eight (8) pages including: 1. A cover page, clearly labeled "White Paper" with the title of the proposed effort, the name of the principal investigator, performer address, telephone number, and email address. The cover page should cite this BAA (title and date). 2. A three (3) page technical section which clearly describes the objectives of the proposed effort, technical issues to be resolved to accomplish objectives, the technical approach proposed to resolving these issues, and assessment of new capability over state of the art to be provided. This section should include references. 3. A one (1) page programmatic section that includes milestones and a timetable. 4. A one (1) page summary of the cost breakout for the effort being proposed and a summary description of the facilities available. 5. A one (1) page (each) summary resume (including previous relevant experience and pertinent publications) for the Key Person (KP) and Principal Technical Investigator (PI). Proposals Full proposals are sought (1) from current ONR contractors wishing to continue existing lines of technology development funded through ONR, and (2) from offerors proposing new technology development efforts who have received encouragement from the ONR Program Officer through the white paper process. Full proposals at a minimum should include the following: 1. Basic (cover page) Information 2. Technical Information 3. Proposal Cost Estimate Information 4. Other Supporting Information Detailed guidance on each of these elements and on how to submit a proposal to the Office of Naval Research is available on the ONR website at www.onr.navy.mil/scripts/02/howtosubmit.asp#proc. Proposals should be accompanied by a completed certification package which can be accessed on the ONR Home Page at Contract & Grants How to Submit a Proposal. For grant proposals (normally submitted by universities) the certification package is entitled Certifications for Grants and Agreements. For contract proposals the certification package is entitled Representations and Certifications for Contracts. The Government reserves the right to select for award all, some, or none of the submissions. Both white papers and full proposal submissions will be protected from unauthorized disclosure in accordance with FAR Subpart 3.104-4 and 3.104-5, applicable law, and DoD/DoN regulations. When and Where to Submit White Papers and Proposals White papers covering new technology development efforts and or full proposals from existing contractors seeking to expand current technology development are due 22 Jun 2001. A full proposal addressing a new technology development effort may be submitted anytime after ONR has provided written feedback on the initial white paper. Both white papers and full proposals must be submitted to Office of Naval Research, Undersea Weaponry Technologies BAA, ATTN: Mr. Steven Jaeger, ONR Code 333, BCT-1 (Room 507-10), 800 N. Quincy Street, Arlington, VA 22217. White papers may be emailed to jaegers@onr.navy.mil in lieu of submitting a hard copy. If a hard copy is submitted, it should be accompanied by an electronic copy on disk. Because of the original signatures requirement for proposals, hard copies, accompanied by an electronic copy on disk, must be submitted. ONR reserves the right to consider any white paper received after 22 June 2001 and no later than 31 December 2001. However, ONR has no obligation to respond to such later white papers, and the availability of funding for any resulting proposals is uncertain. General Submission Information Proposers should submit their security clearance capabilities in their white papers/proposals. While most aspects of this BAA are unclassified, work on some systems will require the contractor to receive, generate, and store material up to the SECRET level. White Paper and Proposal Evaluation White papers will be evaluated within 30 days after receipt. Submitters will be informed in writing of whether the ONR Program Officer encourages them to submit a full proposal. Proposals will be reviewed within 60 days of receipt, and proposers will be informed in writing of selection decisions. White papers/proposals will not be returned after evaluation. Evaluations will be conducted using the following evaluation criteria: (1) overall scientific, technical and/or socio-economic merits of the proposal; (2) potential naval relevance and contributions of the effort to the agency's specific mission; (3) the offeror's capabilities, related experience, facilities, techniques or unique combinations of these which are integral factors for achieving the proposal objectives; (4) the qualifications, capabilities and experience of the proposed Principal Technical Investigator, team leader and key personnel who are critical in achieving the proposal objectives; (5) realism of the proposed cost and availability of funds. Department of Defense High Performance Computing Program The DoD High Performance Computing Program (HPCMP) furnishes the DoD S&T and DT&E communities with use-access to very powerful high performance computing systems. Awardees of ONR contracts/grants may be eligible to use HPCMP assets in support of their funded activities if the ONR Program Officer approval is obtained and if the security/screening requirements are favorably completed. Award decisions will be based on a competitive selection of proposals resulting from a scientific/technical review. Socio-Economic Merit Evaluation For awards made as contracts, the socio-economic merits of each proposal will be evaluated based on the commitment to provide meaningful subcontracting opportunities for Small Businesses, HUBZone small businesses, Small Disadvantaged Businesses, Woman-Owned Small Business Concerns, Veteran-Owned Small Businesses, Historically Black Colleges and Universities, Minority Institutions, and Tribal Colleges and Universities. The North American Industry Classification System (NAICS) code for this solicitation is 541710 (which corresponds with the standard industrial classification code of 8731) with the small business size standard of 500 employees. In accordance with FAR Part 52.219-9, contract proposals that exceed $500,000, submitted by other than small business concerns, must be accompanied by a subcontracting plan that separately addresses subcontracting with small business, veteran-owned small business, HUBZone small business concerns, small disadvantaged businesses, and women-owned small business concerns. Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI) are encouraged to submit abstracts and/or join others in submitting white papers and proposals.
