Description

The purpose of this amendment is to clarify the Congressionally mandated small business goals. Small Business Subcontracting Plans should be prepared in accordance with FAR Clause 52.219-9 entitled "Small Business Subcontracting Plan". Each plan will be evaluated to determine whether it meets or exceed the Congressionally mandated goals of twenty-three percent (23.0%) for small business concerns, two percent (2.0%) for HUBZone small business concerns, five percent (5.0%) for small disadvantaged business, five percent (5.0%) for women-owned small business concerns, and three percent (3%) for veteran-owned small business. The percentages for HUBZone, small disadvantaged, women-owned, and veteran-owned business concerns are separate goals and should not be included or counted in the 23.0% for small business concerns. Note: White papers and technical and cost proposals may not be submitted by fax or e-mail transmission. Any white papers and technical and cost proposals submitted by fax or e-mail transmission will be disgarded.
