Description

The National Highway Traffic Safety Administration (NHTSA) = intends to issue a competitive Request for Proposal (RFP) for the = services of measuring the misuse of child safety seats among the = general public. The Contractor shall provide all the necessary = equipment, facilities and qualified staff to conduct this study. The = Contractor shall focus on forms of misuse that reasonably can be = expected to raise the risk of injury. This will involve reviewing = definitions of misuse from an earlier NHTSA study ( Patterns of Misuse = of Child Safety Seats, January 1996, DOT-HS-808-440). You may request = a copy of this report by calling the NHTSA Office of Research & Traffic = Records at (202) 366-9591. While that study equally weighted the varied = forms of misuse, this study will first prioritize errors in utilization = of child restraints according to their implications for injury risk = before measuring the level of misuse at selected sites. The Contractor = will conduct a workshop of invited experts, observational studies and = submit a final report. It is contemplated that a Cost Reimbursement = Contract will be awarded for this effort. A period of performance for = 16 months is contemplated for this procurement. Electronic copies of = the RFP and any other documents related to this procurement will be = available over the Internet. These documents will reside on a World = Wide Web (WWW) server, which may be accessed using a WWW browser = application. The Internet site or URL for the FedBizOpps page is = www.fedbizoOpps.gov or the GSA Electronic Posting Service (EPS) at = http://www.eps.gov. It is the Offeror's responsibility to monitor the = Internet sites for the release of the solicitation and amendments (if = any). Potential Offerors will be responsible for downloading their own = copy of the solicitation and amendments (if any). Requests for paper = copies of the RFP will not be accepted. Estimated date for release of = solicitation is on or about June 22, 2001.
