Description
The Environmental Protection Agency is seeking technical support for the Office of Solid Waste (OSW) in the Economics, Methods, and Risk Analytical Division (EMRAD). Support will be required in EPA's collection and analyses of data and in conducting environmental, economic, and regulatory analyses to assess the impact of policy options, program determinations, and regulatory proposals regarding hazardous and non-hazardous wastes. The contractor shall provide innovative analytical support to the OSW as it develops policies for the management of RCRA-regulated wastes and related programs. The scope of work for this contract primarily includes providing EPA with technical and outreach support in several major program areas: development of methodologies for analyzing the costs, benefits, and impacts of waste related regulations and policies; conducting data gathering services and supporting EPA in preparing Information Collection Requests for approval by the Office of Management Budget; collecting and interpreting data (including surveys) and conducting exposure and risk analyses; supporting the development, modification, and application of risk characterization models to analyze and evaluate the environmental impacts and benefits of waste-related policies, programs, and regulations; and other tasks in accordance with the activities conducted as described in the statement of work. It is anticipated that the resultant contract type will be Cost-Plus-Fixed-Fee, with a one year base period and 4-one year option periods. The anticipated level-of-effort provided for the base period and each one-year option period of 12,500 direct labor hours, with optional quantities potentially totaling 25,000 hours for each period. The total potential level-of-effort, including Optional Quantities, is 187,500 direct labor hours.
