Description
During fiscal year 1999, the District implemented a new financial management system, the System of Accounting and Reporting (SOAR), in order to provide financial integrity and accountability to the District. Implementation of the final module of SOAR, Fixed Asset System (FAS), is planned for the beginning of the fiscal year 2002. In order for the SOAR FAS System to achieve the desired results, the District requires an accurate physical asset inventory and an updating of the inventory database prior to the close of the fiscal year 2001. The Contract will provide for tagging of assets with bar codes. Bar codes must follow current numerical sequence and formatting in order to perpetuate the use of optical scanning devices. The contractor must be able to incorporate the existing fixed assets database and inventory tracking system already generated in some DC agencies using Fact Plus. The database update must include a description of each item, which at a minimum will include: serial number; source of the property; name of title-holder; acquisition date and cost; use; location; condition of property and ultimate disposition. Once the inventory has been accepted by an agency, the contractor shall provide a copy of that agency's inventory to that agency Chief Financial Officer. Upon completion of the physical inventory for all agencies, the contractor shall provide a cumulative inventory of all agencies' assets to the District of Columbia Chief Financial Officer. No date has been firmly established for release of the RFP. It is anticipated that it will be released in the first week of June. Interested parties can request that they be sent a copy once it is released. Requests are to be submitted by e-mail to: edna.jenkins@dc.gov It is anticipated that one week will be allocated to questions and answers and that the closing date will be three weeks after the date of release. The deadline for requesting a copy of the RFP will be June 11, 2001. The RFP will be distributed only as an attachment to an e-mail message in Adobe Acrobat format, there will be no "hard" paper copies distributed.
