Description

The FISC Norfolk Detachment Philadelphia intends to procure services and supplies related to the printing, distribution, scoring, inventory control, record storage, reporting and program management of the College Level Examination Program (CLEP), the DANTES Subject Standardized Tests (DSST), the Scholastic Assessment Test (SAT), the Graduate Records Examination (GRE), the Praxis examinations and the Graduate Management Admission Test (GMAT) provided to military personnel, and in some cases, to eligible civilian groups such as military spouses and civil service employees. The planned performance period will be from 1 October 2001 through 30 September 2006 consisting of a base year and four one year option periods. The Government intends to place an indefinite delivery, indefinite quantity contract with fixed price provisions. The Government intends to procure the required services and supplies on a sole source basis from The Chauncy Group International, 664 Rosedale Road, Princeton, NJ 08540 pursuant to the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by Federal Acquisition Regulation 6.302-1. The College Board, who develops and holds the copyrights to the CLEP tests, has authorized Chauncy the exclusive right to score and report these tests for military personnel. The DSST examinations have been developed and copyrighted by Chauncy. As a subsidiary of Education Testing Services, Chauncy has been authorized sole responsibility for the distribution, inventory control and support services for the SAT, GRE Subject and Praxis testing programs for military personnel. This notice of intent is not a request for competitive proposals. However, all proposals received by the specified response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this procurement is 611710. Numbered Notes 22 and 26 apply.
