- Description
- Provide materials and services necessary to replace the central steam plant with decentralized, natural gas-fired heating systems in twenty four buildings at U. S. Coast Guard Training Center (TRACEN) Cape May, NJ. The project includes installation of natural gas-fired heating and hot water systems with mechanical room additions and modifications, installation of natural gas-fired galley and laundry equipment, central control/monitoring system and demolition of the central steam plant and fuel tanks. The estimated cost of work is between $2,000,000.00 and $5,000,000.00. All work shall be accomplished in accordance with Specification No. 77-S4001 and Drawing No. 77-S4001 (Sheets 1 341). All work shall be completed within 490 calendar days after Award. If not registered, the United States Government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available on the web site on 13 June 2001. This is a "Best Value" source selection solicitation for the Decentralization of the Steam Plant at U. S. Coast Guard Training Center, Cape May, NJ. The date for receipt of proposals is 13 July 2001 at 2:00 PM in Norfolk, VA. The method of procurement will be competitive negotiation. The Government intends to award to the offeror whose proposal represents the "best value" to the Government. The requiring activity and the Contracting Officer have determined that the contractor's past performance and price will be of equal importance in determining the best value. Evaluation criteria which depict the specific factors to be evaluated and their relative order of importance will be set forth in the solicitation. The Coast Guard may contact all references provided and any other source it deems appropriate for past performance information. Evaluation criteria specific to this acquisition are as follows: Where applicable, this information should reflect recent contracts with Federal agencies for the same or similar services identified. Past references should contain the Contract Number, Agency, Point of Contact and Telephone Number of Point of Contact. All pertinent information for the past three years should be listed. Information may also be obtained by accessing DOD and other agencies, Quality Deficiency Report data bases. Recent similar experience will be given more credit than less recent similar experience. Critical performance criteria. The below performance criteria are listed in descending order of importance. 1. Projects that required management of construction at multiple sites with controlled phasing and multiple disciplines. 2. Projects that required coordination of construction to accommodate continued operations by occupants. 3. Projects that involved building hot water heating systems, in particular, conversion from steam to hot water. 4. Projects that involved installation of gas-fired galley and laundry equipment. The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at the prime rate.
